Some Missouri policymakers are looking toward nuclear power to fill that need. Speaking at the Capitol in April, state Sen. Curtis Trent, a Republican from Republic, called nuclear power plants \u201cwonderful feats of technology\u201d that \u201charness the power of the atom to give us cheap and reliable and safe electricity.\u201d<\/p>\n<p>However, Republican lawmakers strongly disagree on who should pay the costs for building more power plants and when. There have been debates on both the House and Senate floor over what\u2019s called construction work in progress, or CWIP.<\/p>\n<p>CWIP allows utility companies to charge customers for new power plants as they\u2019re being built and before they generate any electricity. This essentially shifts the financial burden to customers, and away from utility companies, as a project is under construction.<\/p>\n<p>Some lawmakers say the policy can jumpstart investment in more energy production in Missouri. They \u2014 and utility companies \u2014 also say it can save residents money on utility bills in the long run, by keeping power producers from incurring as much debt and having to ask for rate increases to pay it off.<\/p>\n<p>Others, such as state Sen. Joe Nicola, a Grain Valley Republican, say the opposite \u2014 that it\u2019ll place the burden of risky investments on Missourians, and utility bills will still shoot higher.<\/p>\n<p>\u201cI don\u2019t agree with using my constituents, rate payers, as a bank for a free interest loan,\u201d Nicola said.<\/p>\n<p><strong>    <\/strong><\/p>\n<h4 class=\"editorialSubhed\">Paying sooner or later<\/h4>\n<p>\t<\/p>\n<p>Last year, the Missouri legislature passed <a class=\"Link\" href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fgovernor.mo.gov%2Fpress-releases%2Farchive%2Fgovernor-kehoe-signs-sb-4-law-securing-missouris-energy-future-and-economic&amp;data=05%7C02%7Cjrschleis%40missouri.edu%7C411a4589c1304d312b0108deaafa1c40%7Ce3fefdbef7e9401ba51a355e01b05a89%7C0%7C0%7C639136188352566965%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=7QeJydPFpcC7Jd8x3p6EIgbNNpQoog7UHV7INXSt4%2BI%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">a bill<\/a> allowing energy companies to use CWIP to build gas power plants.<\/p>\n<p>In April, one day after the Missouri House passed CWIP for small modular nuclear reactors, the state Senate \u2014 by one vote \u2014 approved <a class=\"Link\" href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.kbia.org%2Fkbia-news%2F2026-04-09%2Fmissouri-senate-nukes-cwip-financing-for-future-nuclear-power-plants&amp;data=05%7C02%7Cjrschleis%40missouri.edu%7C411a4589c1304d312b0108deaafa1c40%7Ce3fefdbef7e9401ba51a355e01b05a89%7C0%7C0%7C639136188352594954%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=f48oWRXN0dbCbr9H1nX2NgRmCAxbywftuuEskyzRyGw%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">an amendment<\/a> to a larger energy bill that would ban CWIP for all nuclear power.<\/p>\n<p>John Coffman, an attorney for the Consumers Council of Missouri, a consumer advocacy organization, said his group supports utilities\u2019 ability to invest in nuclear power on their own.<\/p>\n<p>As power plants go, nuclear facilities take much longer to construct, cost more and <a class=\"Link\" href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fapnews.com%2Farticle%2Fgeorgia-nuclear-power-plant-vogtle-rates-costs-75c7a413cda3935dd551be9115e88a64&amp;data=05%7C02%7Cjrschleis%40missouri.edu%7C411a4589c1304d312b0108deaafa1c40%7Ce3fefdbef7e9401ba51a355e01b05a89%7C0%7C0%7C639136188352618252%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=o1wCLIiXmFPq96xxQ5J%2FYqY6Jt1ft1sN37BEKO8SUIo%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">often run over budget<\/a>. Coffman contends that, for these reasons, nuclear power plants are a dicey investment, and Missourians shouldn\u2019t have to bear that risk.<\/p>\n<p>\u201cIt seems kind of the worst of all possible worlds,\u201d he said. \u201cWe\u2019re paying for power plants that are no longer serving us, and they\u2019re asking us to start paying for power plants that are coming in the future.\u201d<\/p>\n<p>Corporate utility companies are overseen by the <a class=\"Link\" href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fpsc.mo.gov%2F&amp;data=05%7C02%7Cjrschleis%40missouri.edu%7C411a4589c1304d312b0108deaafa1c40%7Ce3fefdbef7e9401ba51a355e01b05a89%7C0%7C0%7C639136188352640304%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=%2FUgpw3wsbYTUTP98Lk73y5oW3tfQvJCAhYnis0n7NC8%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">Missouri Public Service Commission<\/a>, which would approve or deny the use of CWIP, as well as adjudicate any price hikes that investor-owned utilities seek. Last year\u2019s CWIP bill included a number of consumer protections that would be enforced by state utility regulators.<\/p>\n<p>Rob Dixon is vice president of regulatory and legislative affairs for Ameren Missouri. He compares CWIP to how the company\u2019s customers might budget for their own big purchases.<\/p>\n<p>\u201cLike paying for something as you go, rather than putting it on a credit card,\u201d Dixon said. \u201cIt\u2019s going to keep costs lower because you\u2019re not paying higher interest over time, and that means utility customers pay less.\u201d<\/p>\n<p>Jonathan Kim has been researching utility profit margins for the Energy and Policy Institute, a national nonprofit utility watchdog. He said CWIP might not make sense for Missourians who are used to getting a good or service when they pay for it.<\/p>\n<p>\u201cWhen I go to the grocery store, I\u2019m not paying for bananas that I\u2019ll get to eat in three years. I\u2019m paying for the bananas I get to eat today,\u201d Kim said.<\/p>\n<p>He said, in theory, corporate utilities should be able to invest in new power plants without customers\u2019 footing the bill upfront.<\/p>\n<p>\u201cGenerally, if utilities are making a lot of profit, it means they\u2019re doing well for their shareholders and their shareholders are going to provide them more readily with capital to spend on new generation,\u201d he said.<\/p>\n<p>He worries CWIP will incentivize corporate utilities to take risks and disincentivize them from keeping costs down.<\/p>\n<p>\u201cIt\u2019s not their money that they\u2019re playing with. They\u2019re playing with customer money. They\u2019re playing with the house,\u201d Kim said.<\/p>\n<p>The CWIP debate is likely on hold for now. A staffer for Senate bill sponsor Sen. Mike Cierpiot (R-Lee\u2019s Summit) confirmed to KBIA that the senator does not plan to bring <a class=\"Link\" href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.senate.mo.gov%2FBillTracking%2FBills%2FBillInformation%3Fyear%3D2026%26billid%3D274&amp;data=05%7C02%7Cjrschleis%40missouri.edu%7C411a4589c1304d312b0108deaafa1c40%7Ce3fefdbef7e9401ba51a355e01b05a89%7C0%7C0%7C639136188352663256%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=UQ%2FKgNW1tOMCezLeic8ksggXP2%2BXfjvTh05Tqmn7l8Y%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">the bill<\/a> up for a final vote due to Nicola\u2019s CWIP amendment.<\/p>\n<p><strong>    <\/strong><\/p>\n<h4 class=\"editorialSubhed\">Energy and economy<\/h4>\n<p>\t<\/p>\n<p>Ameren\u2019s <a class=\"Link\" href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.ameren.com%2Freliability%2Fgeneration%2Fcallaway&amp;data=05%7C02%7Cjrschleis%40missouri.edu%7C411a4589c1304d312b0108deaafa1c40%7Ce3fefdbef7e9401ba51a355e01b05a89%7C0%7C0%7C639136188352685586%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=F%2BQ4o8gz9o76FBBRFhZsL3jim5LWL7WXlVDVrgnMDSY%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">Callaway Energy Center<\/a> is Missouri\u2019s only nuclear plant. Dixon, who serves as the energy company\u2019s lobbyist with the Missouri legislature, said nuclear power is a worthwhile investment for the state, evidenced by the fact that the Callaway reactor has been producing energy for more than 40 years.<\/p>\n<p>\u201cNuclear energy is going to continue to be a vital part of our safe and clean and reliable generation mix now and well into the future,\u201d he said. \u201cI think that continues to receive strong backing from state leaders, both in the executive branch and in the legislative branch.\u201d<\/p>\n<p>State Rep. John Black, a Republican from Marshfield, sponsored the <a class=\"Link\" href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fhouse.mo.gov%2FBill.aspx%3Fbill%3DHB2122%26year%3D2026%26code%3DR&amp;data=05%7C02%7Cjrschleis%40missouri.edu%7C411a4589c1304d312b0108deaafa1c40%7Ce3fefdbef7e9401ba51a355e01b05a89%7C0%7C0%7C639136188352721466%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=%2FiTJMv5g7EsbrrIa5I9wgim8p5%2FudSJlOJRjnvQzZCE%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">House bill<\/a> to enable the use of CWIP for building small modular nuclear reactors \u2014 a relatively novel version of nuclear power wherein the infrastructure is physically smaller than traditional nuclear power plants and produces less power. He told his colleagues in April he\u2019s confident this technology will take off, and he doesn\u2019t want Missouri to miss out.<\/p>\n<p>\u201cThey\u2019re going to be built. They have to be built to provide the power that we need for the data centers, the growth of industry,\u201d Black said. \u201cWe need those in Missouri. We want the construction jobs to build those plants. We want the jobs to operate those plants.\u201d<\/p>\n<p>Avery Frank analyzes energy policy at the Show-Me Institute, a conservative think tank. He agrees Missouri is poised to be a player in a nuclear renaissance, if one were to happen. But he said since small modular reactors are still in development, there will be a lot of first-of-a-kind costs associated with them.<\/p>\n<p>\u201cWe\u2019re trying to build next generation nuclear technology that we\u2019ve not really put on the grid before,\u201d Frank said.<\/p>\n<p>Large tech companies have shown <a class=\"Link\" href=\"https:\/\/nam02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.reuters.com%2Flegal%2Flitigation%2Fbig-tech-puts-financial-heft-behind-next-gen-nuclear-power-ai-demand-surges-2026-04-10%2F&amp;data=05%7C02%7Cjrschleis%40missouri.edu%7C411a4589c1304d312b0108deaafa1c40%7Ce3fefdbef7e9401ba51a355e01b05a89%7C0%7C0%7C639136188352754128%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=tjfwhefcETCKYaQ5H3KQDXERaem17TxfLoE8QQWMlr0%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">an interest<\/a> in nuclear power to fuel their energy-intensive artificial intelligence data centers. Frank said Missouri should consider allowing businesses such as these to invest in and build their own power.<\/p>\n<p>\u201cInstead of having us ratepayers pay to test out this new technology and absorb all the costs, we could let the private market, who has a lot more to gain from testing one of these new technologies, pay these costs,\u201d he said.<\/p>\n<p>While developing new nuclear power plants could enhance Missouri industry, some worry about the impact it could have on other sectors. Diana Plescia is an attorney for companies that use large amounts of energy, such as Anheuser-Busch, Bayer and Boeing.<\/p>\n<p>Plescia said if lawmakers, and the Missouri Public Service Commission, allow CWIP, it could raise costs for large employers and ultimately hurt economic development.<\/p>\n<p>\u201cIt doesn\u2019t look good for Missouri to be anti-competitive when it comes to the cost of manufacturing, because that is the base of any economy,\u201d she said.<\/p>\n<p>Plescia said keeping electricity prices low is in Missouri\u2019s best interest and would disincentivize companies from taking their business elsewhere.<\/p>\n<p>\u201cCompanies that can move to a state with lower costs,\u201d Plescia said, \u201cthose that are that energy intensive, very well may do it.\u201d<\/p>\n<p><em>This story was republished from <a href=\"https:\/\/www.kbia.org\/kbia-news\/2026-05-06\/cwip-stirs-republican-energy-funding-debate\" target=\"_blank\">KBIA<\/a>.\u00a0<\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>Many Missouri lawmakers agree more nuclear power would be a good thing for the state.
