WASHINGTON \u2014 President Donald Trump is looking to eliminate funding in fiscal 2027 for the agency that serves as the primary federal funding source for libraries and museums nationwide.<\/p>\n

But congressional appropriators \u2014 who rebuffed similar efforts to gut the agency in fiscal 2026 \u2014 expressed little enthusiasm for the proposed cut in interviews with States Newsroom. Groups representing museums and libraries across the country also blasted the president\u2019s proposal.\u00a0<\/p>\n

The administration is requesting $6 million in fiscal 2027 for the agency, known as the\u00a0Institute of Museum and Library Services<\/a>, \u201cfor necessary expenses to carry out (its) closure.\u201d<\/p>\n

\u201cI personally have always been a fan of libraries, and it does a lot for local communities,\u201d said Capito, a West Virginia Republican whose panel writes the annual bill to fund the Institute of Museum and Library Services.\u00a0<\/p>\n

\u201cSo, that\u2019s what he does, he proposes, and then we look at it and make our own decisions,\u201d she said.\u00a0<\/p>\n

Last year\u2019s request turned down<\/h4>\n

The spending package\u00a0signed into law by Trump<\/a> in February provides roughly\u00a0$292 million for the agency this fiscal year \u2014 a sharp rejection of Trump\u2019s efforts.\u00a0<\/p>\n

Capito said that though her committee will consider the president\u2019s fiscal 2027 request, \u201cif you look at what we did last year, it shows that we kind of rejected that premise.\u201d\u00a0<\/p>\n

Rep. Robert Aderholt, an Alabama Republican and chair of the corresponding Appropriations subcommittee in the House, appeared noncommittal about pursuing Trump\u2019s fiscal 2027 request to gut the agency.<\/p>\n

In response to States Newsroom\u2019s request for a phone interview, Aderholt provided a written statement.\u00a0<\/p>\n

\u201cWe are reviewing the request from the Administration and the requests from every member of the House,\u201d Aderholt said, adding that \u201cthis is a member-driven process, and we look forward to working with our colleagues in putting together a strong bill for the American taxpayers.\u201d\u00a0<\/p>\n

Legal battles<\/h4>\n

The agency was created by Congress in 1996 and has a\u00a0mission<\/a> to \u201cadvance, support, and empower America\u2019s museums, libraries, and related organizations through grantmaking, research, and policy development.\u201d<\/p>\n

The administration has taken major steps to try to dismantle the agency, including through a\u00a0March 2025 executive order<\/a>.\u00a0<\/p>\n

However, Trump\u2019s Department of Justice\u00a0reached a settlement<\/a> earlier in April with the\u00a0American Library Association<\/a> \u2014 the nation\u2019s largest library association \u2014 and the American Federation of State, County and Municipal Employees \u2014 the country\u2019s largest union of cultural workers \u2014 that protects the agency and guarantees it will continue issuing grants and program operations.\u00a0<\/p>\n

In another setback for the administration, the DOJ dropped its appeal this month in a case brought by 21 attorneys general, who challenged the administration\u2019s efforts to dismantle the agency and had secured a\u00a0major court victory<\/a> in November.\u00a0<\/p>\n

\u2018The barbarians are at the door\u2019<\/h4>\n

Meanwhile, leading Democrats on the House and Senate appropriations panels dealing with the agency\u2019s spending were quick to lambaste Trump\u2019s proposal in interviews with States Newsroom.\u00a0<\/p>\n

Sen. Tammy Baldwin, ranking member of the Senate subcommittee and a Wisconsin Democrat, described the agency as \u201csuch an incredibly valuable entity\u201d and vowed to fight \u201ctooth and nail\u201d to protect it.\u00a0<\/p>\n

Rep. Rosa DeLauro, ranking member of the full House Appropriations Committee and the spending subcommittee with jurisdiction over the agency, said the administration\u2019s request is \u201cjust neanderthal.\u201d<\/p>\n

The Connecticut Democrat said \u201cwe\u2019ll work to restore like we try to do every time,\u201d while adding that Trump\u2019s request indicates that \u201cthe barbarians are at the door.\u201d\u00a0<\/p>\n

Library, museum organizations push back<\/h4>\n

Leading library and museum organizations fiercely opposed Trump\u2019s request and called on Congress to reject the proposal.\u00a0<\/p>\n

In a\u00a0statement<\/a>, Sam Helmick, president of the American Library Association, said Trump\u2019s \u201ccontinued attack\u201d on the agency in the budget request and the March 2025 executive order to shutter it \u201cshows the extent to which the administration is tone deaf to the needs of millions of Americans who rely on libraries every day: older adults and veterans who use library telehealth spaces; unemployed people who use library resources to find a new job or learn new skills; families who count on story time; and students and faculty who do research in school and academic libraries.\u201d<\/p>\n

John Chrastka, founder and executive director of EveryLibrary, said Trump\u2019s proposal is \u201ca direct threat to the infrastructure that millions of Americans rely on every day,\u201d in a statement.\u00a0<\/p>\n

Chrastka, whose organization is dedicated to building support for libraries, said \u201clibraries are not optional,\u201d but instead represent \u201cessential public resources that support literacy, workforce development, and community connection in every state.\u201d<\/p>\n

The American Alliance of Museums\u00a0blasted the proposal<\/a> as \u201cmisguided and out of step with the American public and Congress,\u201d noting that similar efforts in fiscal 2026 and prior budget cycles to yank funding for the agency were rejected due to \u201cstrong bipartisan, bicameral support in Congress and sustained advocacy from the museum community.\u201d\u00a0<\/p>\n
