(Getty Images)\u00a0<\/p>\n<\/figcaption><\/figure>\n<p dir=\"ltr\">WASHINGTON \u2014 A federal court order last month to effectively axe a Biden-era student loan repayment plan capped years of chaos for more than 7 million student borrowers enrolled in the program.<\/p>\n<p dir=\"ltr\">The Saving on a Valuable Education, or SAVE, plan marked a cornerstone of the Joe Biden administration\u2019s loan forgiveness efforts but became mired in legal challenges from several GOP-led states.\u00a0<\/p>\n<p dir=\"ltr\">On July 1, federal loan servicers will start sending notices to borrowers instructing them to enter into a legal repayment plan within 90 days, the department said. Borrowers who do not switch within the 90-day window outlined by their servicer will be automatically placed into a new plan.<\/p>\n<p dir=\"ltr\">The agency\u00a0<a href=\"https:\/\/www.ed.gov\/about\/news\/press-release\/us-department-of-education-announces-next-steps-borrowers-enrolled-unlawful-save-plan\" target=\"_blank\">issued guidance<\/a> to borrowers in late March instructing them of the timeline and urging people to switch into a new plan.\u00a0<\/p>\n<p dir=\"ltr\">Here\u2019s what borrowers need to know as they navigate next steps:<\/p>\n<h4>How did we get here?\u00a0<\/h4>\n<p dir=\"ltr\">The program, introduced in 2023, sought to lower monthly loan payments for borrowers and forgive remaining debt after a certain period of time.<\/p>\n<p dir=\"ltr\">But millions of borrowers experienced chaos and confusion as they were forced to navigate complex court rulings, interest accrual on their debt and continued uncertainty over the plan\u2019s fate.<\/p>\n<p dir=\"ltr\">Borrowers were placed in an\u00a0<a href=\"https:\/\/www.cnn.com\/2024\/07\/19\/politics\/student-loan-save-plan-payments-paused\" target=\"_blank\">interest-free forbearance<\/a> in 2024 amid legal limbo, and the department resumed\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/us-education-department-revive-student-loan-interest-borrowers-save-program\" target=\"_blank\">charging interest<\/a> on the debt of those in the program in August 2025.\u00a0<\/p>\n<p dir=\"ltr\">President Donald Trump\u2019s administration in December\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/trump-administration-aims-officially-scrap-biden-era-student-loan-forgiveness-program\" target=\"_blank\">announced a proposed agreement<\/a> to end the plan.\u00a0<\/p>\n<p dir=\"ltr\">The agreement stemmed from a legal challenge to the plan brought by Missouri, Arkansas, Florida, Georgia, North Dakota, Ohio and Oklahoma in 2024.<\/p>\n<p dir=\"ltr\">A federal judge\u00a0<a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.moed.211135\/gov.uscourts.moed.211135.94.0.pdf\" target=\"_blank\">dismissed that lawsuit<\/a> in late February, striking down the administration\u2019s efforts to axe the plan.\u00a0<\/p>\n<p dir=\"ltr\">But a federal appeals court\u00a0<a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.ca8.113978\/gov.uscourts.ca8.113978.00805471279.2.pdf\" target=\"_blank\">reversed the lower court\u2019s decision<\/a> in March, effectively putting an end to the SAVE plan.\u00a0<\/p>\n<h4>Was the SAVE plan already slated for elimination?\u00a0<\/h4>\n<p dir=\"ltr\">Congressional Republicans\u2019 mega tax and spending cut bill signed into law by\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/fourth-july-trump-signs-his-big-beautiful-bill-law\" target=\"_blank\">Trump in July 2025<\/a> includes a sweeping overhaul of the federal student loan system.\u00a0<\/p>\n<p dir=\"ltr\">Part of the GOP\u2019s \u201cbig, beautiful\u201d law phased out the SAVE plan by July 2028.\u00a0<\/p>\n<h4>I\u2019m in SAVE. What are my new repayment options?\u00a0<\/h4>\n<p dir=\"ltr\">Borrowers have several new repayment options, and can switch to a new plan prior to receiving the incoming notice from their federal loan servicer.<\/p>\n<p dir=\"ltr\">One option includes the Income-Based Repayment, or IBR, plan, which ties borrowers\u2019 loan payment to their earnings.\u00a0<\/p>\n<p dir=\"ltr\">Borrowers also have the option to enter into two repayment plans stemming\u00a0 from the GOP\u2019s \u201cbig, beautiful\u201d law \u2014 the Repayment Assistance Plan, or RAP, and the Tiered Standard plan \u2014 which will both launch July 1.\u00a0<\/p>\n<p dir=\"ltr\">Preston Cooper, senior fellow in higher education policy at the American Enterprise Institute, a right-leaning think tank, noted that whether IBR or RAP is a better deal for borrowers depends on their particular circumstances.<\/p>\n<p dir=\"ltr\">\u201cI would recommend that if you are kind of earlier in your repayment journey, and you have a lot more interest because your balance is higher, the Repayment Assistance Plan is going to be your best bet,\u201d Cooper said.<\/p>\n<p dir=\"ltr\">\u201cIf you\u2019re later in your repayment journey, you\u2019re closer to that 20 or 25-year mark for forgiveness, Income-Based Repayment is probably going to be your better bet,\u201d he added.<\/p>\n<p dir=\"ltr\">Borrowers could also opt into a handful of other repayment options, such as the Pay as You Earn and Income-Contingent Repayment plans.\u00a0<\/p>\n<p dir=\"ltr\">However, those two plans will be eliminated by July 2028 under Republicans\u2019 \u201cbig, beautiful\u201d law, meaning borrowers would have to switch plans again in two years.\u00a0<\/p>\n<h4>What other steps can I take in the meantime?\u00a0<\/h4>\n<p dir=\"ltr\">Michele Zampini, associate vice president for federal policy and advocacy at the Institute for College Access &amp; Success, said the best thing for a borrower to do is \u201cjust be proactive.\u201d\u00a0<\/p>\n<p dir=\"ltr\">\u201cMake sure, from a very base level, you can access your account, you know all the basics of where you stand, and then do some comparisons across what plan options you\u2019re going to have,\u201d said Zampini, whose organization aims to advance affordability, accountability and equity in higher education.\u00a0\u00a0\u00a0<\/p>\n<p dir=\"ltr\">Zampini also pointed to\u00a0<a href=\"https:\/\/studentaid.gov\/loan-simulator\/\" target=\"_blank\">Federal Student Aid\u2019s loan simulator<\/a> as a good resource for borrowers to get specific numbers to compare across plans.\u00a0<\/p>\n<p dir=\"ltr\">\u201cIf there\u2019s a plan that you want to move into that\u2019s already open and available, if it\u2019s one of the older plans, start moving now, if you can afford it,\u201d she said. \u201cAnd then, if you want to wait for the new plan to open \u2026 know what that payment estimate is going to look like, and then set yourself a reminder for July to check back and look at the enrollment process once that plan opens.\u201d\u00a0<\/p>\n<p dir=\"ltr\">Amid the \u201ctotal dissonance and chaos\u201d borrowers in SAVE have experienced, Zampini said the department \u201chas really shirked its responsibility in at least keeping borrowers updated and giving them clear information on what\u2019s happening, when it\u2019s happening, and what the implications are going to be for their payments and kind of their budgets and what they have to do and when they have to do it.\u201d\u00a0<\/p>\n<h4>What about the plan to eliminate the department?<\/h4>\n<p dir=\"ltr\">Persis Yu, deputy executive director and managing counsel at the advocacy group Protect Borrowers, told States Newsroom she is \u201cincredibly worried about borrowers not being able to figure out what to do, missing the deadline, getting put into a plan that they can\u2019t afford, and then falling into default, which has, of course, incredibly onerous consequences.\u201d\u00a0<\/p>\n<p dir=\"ltr\">The end of SAVE also comes as the Trump administration continues its efforts to dismantle the Department of Education, including through a series of interagency agreements that transfer several of its responsibilities to other departments.\u00a0<\/p>\n<p dir=\"ltr\">Under the most recent agreement, the\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/education-department-transfer-management-defaulted-student-loans-treasury\" target=\"_blank\">Treasury Department<\/a> will take over Education\u2019s responsibility for collecting on defaulted federal student loan debt \u2014 the first step in a multiphase process toward Treasury taking on Education\u2019s entire, roughly $1.7 trillion federal student loan portfolio.<\/p>\n<p dir=\"ltr\">\u201cThe specifics of the plan with Treasury right now are about debt collection, but the overarching mission of dismantling the Department of Education at this moment means that there are not the people in place to oversee the servicers,\u201d Yu said.\u00a0<\/p>\n<p dir=\"ltr\">Part of the administration\u2019s efforts to do away with the agency included a <a href=\"https:\/\/www.newsfromthestates.com\/article\/us-education-department-cut-hundreds-staff-members\" target=\"_blank\">reduction in force<\/a> initiated in March 2025 that hit wide swaths of the department, including\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/one-year-anniversary-democrats-decry-dismantling-department-education\" target=\"_blank\">Federal Student Aid<\/a>, or FSA.\u00a0<\/p>\n<p dir=\"ltr\">Yu also highlighted a March report from the nonpartisan\u00a0<a href=\"https:\/\/www.gao.gov\/products\/gao-26-108534\" target=\"_blank\">Government Accountability Office<\/a>,\u00a0which found that staffing reductions at FSA affected the government\u2019s ability to determine how well student loan servicers are doing their jobs.\u00a0<\/p>","protected":false},"excerpt":{"rendered":"<p>Student borrowers enrolled in the federal Saving on a Valuable Education, or SAVE, plan must find a new repayment plan or be automatically enrolled in one.
