Enrollment patterns have shifted, workforce demands have changed, and public expectations have evolved. Reform is not only reasonable, it is necessary. But how that reform is designed matters. In its current form, it risks replacing one flawed system with another, without fully accounting for how institutions serve different students and communities.<\/p>\n<p>At the center of the proposal is a straightforward premise: more students should mean more funding. The problem is that higher education is not a uniform marketplace, and Missouri\u2019s public institutions do not serve identical roles.<\/p>\n<p>Community colleges, regional universities, and mission-driven institutions each meet different needs. Some focus on workforce preparation in high-demand fields. Others serve place-bound students who rely on nearby campuses because they cannot easily relocate for college. Many enroll large shares of first-generation, low-income, and adult learners who benefit from more intensive academic and advising support. These differences are not incidental. Preparing a nurse, a teacher, or an engineer requires more than filling seats in a lecture hall. That can mean expanding lower-cost, high-volume programs while scaling back offerings that are more expensive but essential to the state\u2019s needs.<\/p>\n<p><a href=\"https:\/\/journals.sagepub.com\/doi\/10.3102\/0002831217732951\" target=\"_blank\">Research from states such as Tennessee and Ohio<\/a> suggests this is not just theoretical. Studies of performance- and enrollment-driven funding models in these states have found limited or uneven effects on student outcomes. In some cases, institutions did not meaningfully increase degree completion, while in others they shifted toward shorter-term credentials rather than improving overall student success. More broadly, a <a href=\"https:\/\/journals.sagepub.com\/doi\/10.3102\/0162373720953128\" target=\"_blank\">synthesis of research<\/a> finds little or inconsistent evidence that these models improve graduation rates, even as their use has expanded across states.<\/p>\n<p>In other words, funding formulas change behavior, but not always in ways policymakers intend or that benefit students.<\/p>\n<p>The proposal also raises serious concerns about geographic equity and access.<\/p>\n<p>Many of Missouri\u2019s regional campuses serve as economic and educational anchors in their communities. They provide access to students who cannot easily relocate and contribute to local workforce development and stability. The current proposal would fundamentally restructure funding, replacing core institutional support with a per-student model that could lead to significant gains for some campuses and steep losses for others.<\/p>\n<p>This is not just a question of efficiency. It is a question of who has access.<\/p>\n<p>Equity in higher education is often discussed in terms of race and income, and rightly so. But in Missouri, it also includes rural and place-bound students whose access depends on nearby institutions.<\/p>\n<p>If the goal is to improve accountability, enrollment alone is the wrong measure. No single metric\u2014whether enrollment or outcomes\u2014can capture the full scope of what institutions do or what students need. Effective funding policy requires a more intentional approach that reflects institutional mission, student populations, and the realities of serving communities across the state.<\/p>\n<p>A stronger approach would consider whether students persist, graduate, and find meaningful employment, particularly in high-need fields. It would account for how well institutions serve students who have historically been left out of higher education. And it would recognize that success often requires different levels of investment depending on who is being served.<\/p>\n<p>Missouri does not have to choose between transparency and complexity. It can build a funding model that is both clear and aligned with the realities of higher education.<\/p>\n<p>That starts with broadening the metrics used to allocate funding and phasing in changes to avoid destabilizing campuses and communities. It also requires a willingness to acknowledge that equity and efficiency are not always the same.<\/p>\n<p>Higher education is one of the state\u2019s most important public investments. It prepares teachers and nurses, supports regional economies, and creates pathways to upward mobility. A funding formula should reflect those goals, not work against them.<\/p>\n<p>Missouri has an opportunity to get this right.
