Mike Moon, R-Ash Grove, speaks on the Senate floor on Feb. 27, 2023 (Annelise Hanshaw\/Missouri Independent).<\/p>\n<\/figcaption><\/figure>\n<p data-start=\"154\" data-end=\"289\">The Missouri Senate is one of only two legislative chambers in the country that does not provide a video livestream of its proceedings.<\/p>\n<p data-start=\"291\" data-end=\"403\">A Senate committee debated a resolution Wednesday that would change that, though its prospects remain uncertain.<\/p>\n<p data-start=\"405\" data-end=\"650\">State Sen. Mike Moon, an Ash Grove Republican, is sponsoring a rule change that would require the chamber to provide audio and video feeds of committee hearings and floor debate on its website. The Senate currently offers only audio livestreams.<\/p>\n<p data-start=\"652\" data-end=\"919\">Moon noted that the Missouri House \u2014 with 163 members and six hearing rooms \u2014 has offered video livestreams for a decade and archives those recordings on its website. The Senate, with 34 members and three hearing rooms, should have no trouble doing the same, he said.<\/p>\n<p data-start=\"921\" data-end=\"1086\">\u201cIt doesn\u2019t change how we operate in the Senate,\u201d Moon said. \u201cIt just makes it easier for the people to see what we\u2019re doing. It\u2019s really about access for everyone.\u201d<\/p>\n<p data-start=\"1088\" data-end=\"1283\">Ron Calzone, a longtime conservative activist and director of Missouri First, told the committee it is crucial that \u201cthe people have an opportunity to monitor what\u2019s going on in the legislature.\u201d<\/p>\n<p data-start=\"1285\" data-end=\"1418\">\u201cCongress is broadcast. The House of Representatives on the other side of the building is broadcast,\u201d he said. \u201cIt just makes sense.\u201d<\/p>\n<p data-start=\"1420\" data-end=\"1599\">But in a chamber that prides itself on tradition, support for switching from audio to video remains unclear, said Senate Majority Leader Tony Luetkemeyer, a Parkville Republican.<\/p>\n<p data-start=\"1601\" data-end=\"1800\">He noted that the Senate still has a rule prohibiting laptops on the floor, and that an effort five years ago to change that and allow senators receive bills and amendments digitally was derailed by a filibuster.<\/p>\n<p data-start=\"1802\" data-end=\"1877\">Senators also raised questions Wednesday about the cost of Moon\u2019s proposal.<\/p>\n<p data-start=\"1879\" data-end=\"2057\">Moon said he does not believe it would be prohibitively expensive because the Senate already has cameras that record proceedings. The video is available only by request, however.<\/p>\n<p data-start=\"2059\" data-end=\"2213\">State Sen. Mike Cierpiot, a Lee\u2019s Summit Republican, said he worries cameras could encourage grandstanding or campaign-style speeches on the Senate floor.<\/p>\n<p data-start=\"2215\" data-end=\"2486\">\u201cOne of the things that concerns me is, and I\u2019ve been here, this is my ninth year, and so the people have turned over, but there\u2019s always a certain number of egos in the Senate,\u201d Cierpiot said. \u201cAnd I\u2019m just not sure where camera time would make the body a better place.\u201d<\/p>\n<p data-start=\"2488\" data-end=\"2615\">Moon said the Senate already has \u201ctheatrics and campaign speeches,\u201d and that video livestreaming would not make that any worse.<\/p>\n<p data-start=\"2617\" data-end=\"2722\">After the hearing, Luetkemeyer said he would confer with fellow senators to gauge support for the change.<\/p>\n<p data-start=\"2724\" data-end=\"2841\">Ultimately, Moon said, the question is whether the Senate is willing to listen to the people who elected its members.<\/p>\n<p data-start=\"2843\" data-end=\"3052\">\u201cThose who have elected us have asked for the ability to live stream so they can see what we\u2019re doing,\u201d he said. \u201cAnd now the ball\u2019s in our court.
