Democrats on the committee complained that Brattin was choosing &#8220;nonsensical&#8221; bills instead of advancing education through the committee&#8217;s hearings (Annelise Hanshaw\/Missouri Independent).<\/p>\n<p><span>What began as a public hearing on a parental rights bill quickly went off the rails on Tuesday as the Missouri Senate Education Committee veered into talk of furries and allegations of homophobia.<\/span><\/p>\n<p><span>The rancor reached its peak after the GOP chair of the committee initiated a discussion of \u201ca trend of furries\u201d in public schools, sparking Democratic state Sen. Maggie Nurrenbern of Kansas City to slam the committee\u2019s priorities as \u201ca joke.\u201d<\/span><\/p>\n<p><span>\u201cWe have nearly a million kids in Missouri schools, and I would love just to spend one hearing talking about the issues that are really impacting kids,\u201d Nurrenbern said.\u00a0<\/span><\/p>\n<p><span>State Sen. Rick Brattin, a Harrisonville Republican who chairs the committee, flashed a brief smile, responding: \u201cWhen you become the chair, we will do whatever you want.\u201d<\/span><\/p>\n<p><span>The exchange, unfolding during a contentious hearing Tuesday on legislation prohibiting teachers from identifying transgender students using their preferred names and pronouns, laid bare the frustration of Senate Democrats who argue the committee has become consumed by ideological flashpoints while largely ignoring the structural challenges facing Missouri\u2019s public schools.<\/span><\/p>\n<p><span>\u201cWe are fed up,\u201d Nurrenbern told The Independent. \u201cIt is hearing after hearing of wasting our time on nonsensical issues, and we want to talk about education.\u201d<\/span><\/p>\n<figure class=\"wp-caption aligncenter\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-27070\" src=\"https:\/\/missouriindependent.com\/wp-content\/uploads\/2025\/09\/091025_nurrenbern1-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1536\" \/><figcaption class=\"wp-caption-text\"><em>State Sen. And in the opening weeks of the legislative session, the committee has debated giving parents power to sue districts, <\/span><a href=\"https:\/\/missouriindependent.com\/2026\/01\/22\/state-oversight-of-missouri-state-high-school-activities-association-a-priority-for-lawmakers\/\"><span>diversity requirements for a board overseeing high school sports<\/span><\/a><span>, anti-abortion curriculum for school sex ed classes and use of preferred pronouns for transgender students.<\/span><\/p>\n<p><span>In his second year chairing the education committee, Brattin has not kept his views on public education a secret. In <\/span><a href=\"https:\/\/www.facebook.com\/share\/v\/14dQtSAy2V2\/\" target=\"_blank\"><span>a video shared on social media last year<\/span><\/a><span>, he criticized \u201cwoke indoctrination\u201d in public schools as he advanced a bill that sought to ban critical race theory out of committee.<\/span><\/p>\n<p><span>\u201cIt is one thing to get an education, or in many places a lack thereof,\u201d he said in the video. \u201cBut getting an education that falls in line with the value system that me as a parent find near and dear is also a critical component of education. So these are things we are trying to move forward.\u201d<\/span><\/p>\n<p><span>His priorities, while decried by the committee\u2019s Democrats, align with the <\/span><a href=\"https:\/\/missouri.gop\/freedom\/\" target=\"_blank\"><span>Missouri Republican Party platform<\/span><\/a><span>, which emphasizes parents\u2019 role directing their children\u2019s education and alleges that some schools attempt to \u201csocially engineer\u201d students.<\/span><\/p>\n<p><span>In contrast to the Senate, the House Elementary and Secondary Education Committee spent the first month of the session debating legislation on teacher certification and <\/span><a href=\"https:\/\/missouriindependent.com\/briefs\/bill-to-require-gifted-education-screening-in-public-schools-passes-missouri-house\/\"><span>gifted education<\/span><\/a><span>. The House panel began the year with an informational hearing on licensure.<\/span><\/p>\n<p><span>Mike Harris, lobbyist with the Missouri State Teachers Association, said the House committee was \u201ca breath of fresh air\u201d Wednesday during a public hearing over a bill that would reduce repetitive teacher training requirements. He thanked the committee\u2019s chairman \u201cfor continuing to focus on issues like teacher recruitment and retention and those pieces of legislation that really impacts student achievement.\u201d<\/span><\/p>\n<p><span>Half of the House committee\u2019s 22 members have direct classroom or school board experience, including the chairman. In the Senate committee, just two of seven members have that kind of experience.<\/span><\/p>\n<p><span>Nurrenbern, a former teacher who served on the House Education Committee before being elected to the Senate in 2024, said the difference between the two chambers is stark.<\/span><\/p>\n<p><span>\u201cWhile we did have some divisive topics in front of us, we still talked about issues actually impacting education in classrooms,\u201d she said. \u201cAnd we have yet to do that this year in the Senate Education Committee.\u201d<\/span><\/p>\n<p><span>Brattin, whose office declined an interview request, responded to Democratic critics of the committee\u2019s focus by pointing to passage of the <\/span><a href=\"https:\/\/missouriindependent.com\/2026\/02\/03\/missouri-public-schools-want-protections-in-open-enrollment-legislation\/\"><span>open enrollment bill<\/span><\/a><span> on Tuesday.\u00a0 Nurrenbern voted no, which Brattin slammed as a vote against allowing students \u201cto get out of failing school districts and get to a school where they could learn.\u201d<\/span><\/p>\n<p><span>Nurrenbern didn\u2019t like how the committee handled that bill, but it was Tuesday\u2019s public hearing \u2014 on legislation that would prohibit transgender students from socially transitioning at school \u2014 that brought her to her tipping point.<\/span><\/p>\n<p><a href=\"https:\/\/www.senate.mo.gov\/26info\/BTS_Web\/Bill.aspx?SessionType=R&amp;BillID=174\" target=\"_blank\"><span>The bill<\/span><\/a><span> would bar teachers from using students\u2019 preferred names or pronouns and would require schools to fire educators and revoke their licenses if they fail to comply. If a student mentions being transgender, the school would be required to report the conversation to their parents.<\/span><\/p>\n<p><span>The bill\u2019s sponsor state Sen. Joe Nicola, a Republican from Independence, said the legislation is necessary to bar schools from secretly facilitating a students\u2019 social transition.<\/span><\/p>\n<p><span>Opponents called the hearing a distraction from the real work of educating children.<\/span><\/p>\n<p><span>\u201cWe are wasting our time yet again targeting children across the state of Missouri,\u201d said Maggie Olivia of Abortion Action Missouri, calling the proceeding \u201ca sham of a hearing.\u201d<\/span><\/p>\n<p><span>Just a week earlier, the committee heard a bill mandating that schools teach human growth and development by the end of third grade using an anti-abortion framework.<\/span><\/p>\n<p><span>That hearing frequently devolved into moral debates over abortion, including Brattin pressing witnesses on whether a fetus should be considered a baby.<\/span><\/p>\n<figure class=\"wp-caption aligncenter\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-29361\" src=\"https:\/\/missouriindependent.com\/wp-content\/uploads\/2026\/02\/021026_webber1-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1536\" \/><figcaption class=\"wp-caption-text\"><em>State Sen. Stephen Webber, a Columbia Democrat, challenged an activist opposing transgender rights on broader issues such as gay marriage and nondiscrimination protections, asking whether Republicans\u2019 opposition to those policies amounted to homophobia.<\/span><\/p>\n<p><span>\u201cDo you always question people without good faith?\u201d the witness replied.<\/span><\/p>\n<p><span>Webber accused another witness of wasting the committee\u2019s time.<\/span><\/p>\n<p><span>\u201cThis is the most egregious thing I\u2019ve ever seen,\u201d Webber said, though not into the microphone.<\/span><\/p>\n<p><span>\u201cYou are the one being disrespectful to the witnesses and calling members of this committee homophobic in your questioning,\u201d Brattin said. \u201cSo you\u2019re the one going down this road. You\u2019re the one being disrespectful.\u201d<\/span><\/p>\n<p><span>Nurrenbern said the committee has become \u201can absolute spectacle.\u201d<\/span><\/p>\n<p><span>West Plains resident Stevie Miller, a former educator, abandoned his prepared remarks as he addressed the committee.<\/span><\/p>\n<p><span>\u201cWhat are we doing here?\u201d he said. \u201cI had a whole bunch of things to say, but watching this display \u2014 what is this? You guys are supposed to be in charge of making laws. And whenever we come up here, you just disregard what you\u2019re actually supposed to be doing in order to attack vulnerable communities.\u201d<\/span><\/p>\n<p><span>The focus on punitive legislation aimed at educators carries real consequences, Otto Fajen, legislative director for the Missouri National Education Association, told senators.<\/span><\/p>\n<p><span>\u201cWhen you continue to have bills like this before the Senate Education Committee, doing the things you\u2019re trying to do in this fashion, it does get noticed,\u201d he said. \u201cIt affects whether people hang on in the profession, and it is another thing that affects whether people choose to go into educator prep programs.\u201d<\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>State Sen.
