Kennedy Jr. speaks during a policy announcement event at the U.S. Department of Health and Human Services on Jan. 8, 2026 in Washington, DC. \u00a0(Photo by Anna Moneymaker\/Getty Images)<\/p>\n<p dir=\"ltr\">WASHINGTON \u2014 Congress has approved the first public health funding bill since President Donald Trump began his second term, with lawmakers largely rejecting his proposed spending cuts and the elimination of dozens of programs.\u00a0<\/p>\n<p dir=\"ltr\">A bipartisan group of negotiators instead struck a deal to increase funding on several line items within the Department of Health and Human Services\u2019 annual appropriations bill, including for major initiatives at the National Institutes of Health and the Centers for Disease Control and Prevention.\u00a0<\/p>\n<p dir=\"ltr\">\u201cWhen you look at the differences between what was proposed and what was agreed to, it is astonishing,\u201d House Appropriations Committee ranking member Rosa DeLauro, D-Conn., said during a hearing on the bill in late January.<\/p>\n<p dir=\"ltr\">The Trump administration\u2019s budget request,\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/trump-asks-congress-cut-163b-non-defense-spending-ax-dozens-programs\" target=\"_blank\">released in May<\/a>, called on Congress to cut funding for the Department of Health and Human Services by $33 billion, or 26.2%.<\/p>\n<p dir=\"ltr\">The president asked lawmakers to implement an $18 billion funding cut to the NIH, which he argued would bring the agency in line with the Make America Healthy Again agenda.\u00a0<\/p>\n<figure role=\"group\" class=\"caption caption-drupal-media align-right view-mode--medium\">\n<div class=\"drupal-media-wrapper media--view-mode-medium\">\n<div class=\"blazy blazy--field blazy--field-media-image blazy--field-media-image--medium field field--name-field-media-image field--type-image field--label-hidden field__item\" data-blazy>\n<div data-b-token=\"b-c488f5d5eda\" class=\"media media--blazy media--image media--responsive is-b-loading\">  <img decoding=\"async\" class=\"media__element b-lazy b-responsive img-fluid\" loading=\"lazy\" src=\"https:\/\/cdn.newsfromthestates.com\/2026-02\/nihbuilding.jpg?VersionId=_9l4T6L._nGH.XWfkgdrz8o.KWivAq.2\" width=\"400\" height=\"266\" alt=\"The James H. (Photo by Lydia Polimeni\/National Institutes of Health)<\/figcaption><\/figure>\n<p dir=\"ltr\">The Trump administration proposed a $3.6 billion cut for CDC programs, including the elimination of the National Center for Chronic Diseases Prevention and Health Promotion, National Center for Injury Prevention and Control, and Public Health Preparedness and Response, all of which it said could \u201cbe conducted more effectively by States.\u201d<\/p>\n<p dir=\"ltr\">The budget request said more than $1 billion should be cut from the Substance Abuse and Mental Health Services Administration, though it said the administration was \u201ccommitted to combatting the scourge of deadly drugs that have ravaged American communities.\u201d<\/p>\n<p dir=\"ltr\">Trump also requested lawmakers zero out any funding for the\u00a0<a href=\"https:\/\/acf.gov\/ocs\/fact-sheet\/liheap-fact-sheet\" target=\"_blank\">Low Income Home Energy Assistance Program<\/a>, or LIHEAP, which he deemed \u201cunnecessary.\u201d The federal program helps millions of low-income households meet their home energy needs, via states and tribes.<\/p>\n<p dir=\"ltr\">The final spending bill Congress approved rejected nearly all of the major cuts.\u00a0<\/p>\n<h4>Collins, Murray both praise final product<\/h4>\n<p dir=\"ltr\">Senate Appropriations Committee Chairwoman Susan Collins, R-Maine, said the bills \u201creflect months of hard work and deliberation and contributions from members of both parties and on both sides of the Capitol.\u201d<\/p>\n<p dir=\"ltr\">\u201cFunding for NIH is not decreased, as was proposed in the administration\u2019s budget,\u201d she said. \u201cRather, it is increased by $415 million, including increases of $100 million for Alzheimer\u2019s research and $10 million more for diabetes research, with a focus on type 1 diabetes.\u201d\u00a0<\/p>\n<figure role=\"group\" class=\"caption caption-drupal-media align-left view-mode--medium\">\n<div class=\"drupal-media-wrapper media--view-mode-medium\">\n<div class=\"blazy blazy--field blazy--field-media-image blazy--field-media-image--medium field field--name-field-media-image field--type-image field--label-hidden field__item\" data-blazy>\n<div data-b-token=\"b-8c73c7d4007\" class=\"media media--blazy media--image media--responsive is-b-loading\">  <img decoding=\"async\" class=\"media__element b-lazy b-responsive img-fluid\" loading=\"lazy\" src=\"https:\/\/cdn.newsfromthestates.com\/2026-02\/susancollinssept292025.jpg?VersionId=.8XRPUI9bwddyAceIXSNv_0zgXVw4zpT\" width=\"400\" height=\"300\" alt=\"U.S. Senate Appropriations Committee Chairwoman Susan Collins, R-Maine, speaks with reporters inside the Capitol building in Washington, D.C., on Sept. 29, 2025. (Photo by Jennifer Shutt\/States Newsroom)<\/figcaption><\/figure>\n<p dir=\"ltr\">Collins also touted an increase in \u201cfunding for low-income heating assistance, which is absolutely crucial for states like Maine and is an issue that I have worked for years on with my Democratic colleague Jack Reed of Rhode Island.\u201d<\/p>\n<p dir=\"ltr\">Senate Appropriations Committee ranking member Patty Murray, D-Wash., said the difference between Trump\u2019s budget request and the final bills was like the difference between \u201cnight and day.\u201d<\/p>\n<p dir=\"ltr\">\u201cOur bill rejects President Trump\u2019s asks to rubber stamp his public health sabotage,\u201d she said. \u201cInstead, it doubles down on lifesaving public health investments. It rejects Trump\u2019s efforts to slash opioid response funds. It rejects his proposal to chop the CDC in half. It rejects his call to end programs like title X, the teen pregnancy program, essential HIV initiatives, and more.\u201d\u00a0<\/p>\n<h4>Rare bipartisan agreement in Trump\u2019s second term<\/h4>\n<p dir=\"ltr\">Senators from both political parties indicated last summer they weren\u2019t fully on board with Trump\u2019s budget proposal and used\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/rfk-jr-insists-upcoming-make-america-healthy-again-report-wont-target-farming\" target=\"_blank\">a hearing<\/a> with HHS Secretary Robert F. Kennedy Jr. in May and\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/trumps-steep-proposed-cuts-medical-research-funding-draw-bipartisan-flak\" target=\"_blank\">a separate hearing<\/a> with NIH Director Jay Bhattacharya in June to highlight their concerns.\u00a0<\/p>\n<p dir=\"ltr\">The Senate Appropriations Committee approved its HHS spending bill on a broadly bipartisan vote in July, while the House Appropriations Committee approved its funding bill in September without any Democratic support.<\/p>\n<p dir=\"ltr\">Neither of the original bills went to the floor for debate and amendment votes, though negotiations to find compromise on a final bill began late last year after the record-breaking government shutdown ended in November.\u00a0<\/p>\n<figure role=\"group\" class=\"caption caption-drupal-media align-right view-mode--medium\">\n<div class=\"drupal-media-wrapper media--view-mode-medium\">\n<div class=\"blazy blazy--field blazy--field-media-image blazy--field-media-image--medium field field--name-field-media-image field--type-image field--label-hidden field__item\" data-blazy>\n<div data-b-token=\"b-076ac233d59\" class=\"media media--blazy media--image media--responsive is-b-loading\">  <img decoding=\"async\" class=\"media__element b-lazy b-responsive img-fluid\" loading=\"lazy\" src=\"https:\/\/cdn.newsfromthestates.com\/2026-02\/murraydems.jpg?VersionId=R3YEis8eIJ0sRdmXY4BJ4sHpLVQeQBw2\" width=\"400\" height=\"300\" alt=\"Washington state Democratic U.S. Sen. (Photo by Jennifer Shutt\/States Newsroom)<\/figcaption><\/figure>\n<p dir=\"ltr\">Republicans and Democrats brokered a final agreement on the HHS funding bill in late January, the first time bipartisan agreement was reached during Trump\u2019s second term.\u00a0<\/p>\n<p dir=\"ltr\">Congress previously approved a series of stopgap spending bills to keep HHS up and running, mostly on funding levels and policies last set during the Biden administration.\u00a0<\/p>\n<p dir=\"ltr\">The House\u00a0<a href=\"https:\/\/clerk.house.gov\/Votes\/202645\" target=\"_blank\">originally voted<\/a> on Jan. 22 to send the package that included funding for HHS to the Senate. But it stalled after federal immigration agents shot and killed a second U.S. citizen in Minnesota and Democrats demanded changes to the spending bill for the Department of Homeland Security.\u00a0<\/p>\n<p dir=\"ltr\">The Senate\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/partial-federal-government-shutdown-begins-amid-hopes-it-wont-last-long\" target=\"_blank\">voted 71-29<\/a> on Jan. 30 to send the package back to the House after removing the full-year DHS spending bill and replacing it with a two-week stopgap. The House then\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/trump-signs-funding-bill-setting-immigration-enforcement-debate\" target=\"_blank\">voted 217-214<\/a> on Tuesday to clear the package for Trump, who signed it later in the day, ending a four-day partial government shutdown.\u00a0\u00a0<\/p>\n<p dir=\"ltr\">The package also holds funding for the departments of Defense,\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/setback-trump-congress-spending-law-rejects-call-axe-education-department\" target=\"_blank\">Education<\/a>, Housing and Urban Development, Labor, State, Transportation and Treasury.\u00a0<\/p>\n<h4>\u2018Months of hard work turned into results\u2019<\/h4>\n<p dir=\"ltr\">House Appropriations Chairman Tom Cole, R-Okla., said during floor debate last month the process that led to the final bills proved lawmakers \u201ccan make tough decisions.\u201d<\/p>\n<p dir=\"ltr\">\u201cThis is where months of hard work turned into results,\u201d Cole said. \u201cYou see, we aren\u2019t here for just another stopgap temporary fix. We\u2019re here to finish the job by providing full-year funding and specifically this package addresses core areas of national consequence \u2014 defense; labor, health and education; and transportation and housing development.\u201d<\/p>\n<p dir=\"ltr\">Congress is supposed to pass the dozen full-year appropriations bills by the start of the fiscal year on Oct. 1, though it hasn\u2019t completed all of its work on time in decades.\u00a0<\/p>\n<figure role=\"group\" class=\"caption caption-drupal-media align-left view-mode--medium\">\n<div class=\"drupal-media-wrapper media--view-mode-medium\">\n<div class=\"blazy blazy--field blazy--field-media-image blazy--field-media-image--medium field field--name-field-media-image field--type-image field--label-hidden field__item\" data-blazy>\n<div data-b-token=\"b-3a703cbf0c8\" class=\"media media--blazy media--image media--responsive is-b-loading\">  <img decoding=\"async\" class=\"media__element b-lazy b-responsive img-fluid\" loading=\"lazy\" src=\"https:\/\/cdn.newsfromthestates.com\/2026-02\/tomcole.jpg?VersionId=v66PPOCHMSO8gD9vIGuEBdZ9LunovZMv\" width=\"400\" height=\"300\" alt=\"Oklahoma Republican Rep. (Photo by Jennifer Shutt\/States Newsroom)<\/figcaption><\/figure>\n<p dir=\"ltr\">Last fiscal year, it didn\u2019t complete its work at all, making March 2024\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/us-senate-sends-biden-giant-spending-package-hours-midnight-deadline\" target=\"_blank\">the last time<\/a> Congress\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/us-senate-overnight-vote-sends-12-trillion-government-spending-package-biden\" target=\"_blank\">approved all of the funding bills<\/a>.\u00a0<\/p>\n<p dir=\"ltr\">Cole said during debate the programs funded \u201caren\u2019t abstract concepts on a page, they affect how Americans live, work, learn and travel every day.\u201d<\/p>\n<p dir=\"ltr\">DeLauro said the package of bills represents \u201ca strong bipartisan, bicameral agreement that rejects the Trump administration\u2019s efforts to eviscerate public services and reasserts Congress\u2019 power of the purse.\u201d<\/p>\n<p dir=\"ltr\">\u201cIt provides funding levels, removing ambiguity that the White House sought to exploit in the past,\u201d DeLauro said. \u201cIt establishes deadlines for required spending, provides minimum staffing thresholds to prevent agencies from being hollowed out and increases notification requirements to ensure the administration is complying with the laws that Congress makes.\u201d\u00a0<\/p>\n<h4>HHS ends up with $210 million bump<\/h4>\n<p dir=\"ltr\">The bill provides HHS with more than $116 billion, $210 million more in discretionary funding than the previous level and a rejection of Trump\u2019s request to cut $33 billion, according to\u00a0<a href=\"https:\/\/www.appropriations.senate.gov\/imo\/media\/doc\/fy26_lhhs_conference_bill_summary1.pdf\" target=\"_blank\">a summary<\/a> from Murray\u2019s office.\u00a0<\/p>\n<p dir=\"ltr\">NIH will receive $48.7 billion in funding, $415 million more than its current spending level, showing that lawmakers were unwilling to slice its budget by $18 billion as requested.\u00a0<\/p>\n<p dir=\"ltr\">Congress bolstered funding for the Substance Abuse and Mental Health Services Administration by $65 million to a total of $7.4 billion, according to Murray\u2019s summary. (Photo by Jane Norman\/States Newsroom)<\/figcaption><\/figure>\n<p dir=\"ltr\">A $3.6 billion funding cut for the CDC was also rejected, with appropriators agreeing to provide the Atlanta-based agency with $9.2 billion.<\/p>\n<p dir=\"ltr\">A\u00a0<a href=\"https:\/\/democrats-appropriations.house.gov\/sites\/evo-subsites\/democrats-appropriations.house.gov\/files\/evo-media-document\/labor-health-and-human-services-education-and-related-agencies-summary_0.pdf\" target=\"_blank\">summary of the bill<\/a> from DeLauro\u2019s office says negotiators were able to keep funding for domestic and global HIV\/AIDS activities, Firearm Injury and Mortality Prevention Research and Tobacco Prevention and Control, among other programs that House Republicans originally proposed to zero out.\u00a0<\/p>\n<p dir=\"ltr\">The legislation bolstered, instead of eliminated, funding for the Low Income Energy Assistance Program, or LIHEAP, according to\u00a0<a href=\"https:\/\/appropriations.house.gov\/sites\/evo-subsites\/republicans-appropriations.house.gov\/files\/evo-media-document\/final-fy26-lhhs-minibus-4-summary.pdf\" target=\"_blank\">a summary<\/a> from Cole\u2019s office.\u00a0<\/p>\n<p dir=\"ltr\">The bill, it said, \u201creprioritizes taxpayer dollars where they matter most: into lifesaving biomedical research and resilient medical supply chains, classrooms and technical programs that set Americans up for success, and rural hospitals and primary health care to support strong and healthy families.\u201d<\/p>\n<h4>CDC program axed<\/h4>\n<p dir=\"ltr\">The legislation does eliminate the CDC\u2019s Social Determinants of Health program, which the agency\u2019s\u00a0<a href=\"https:\/\/www.cdc.gov\/about\/priorities\/why-is-addressing-sdoh-important.html\" target=\"_blank\">website<\/a> states are \u201cnonmedical factors that influence health outcomes.\u201d Those can include whether a person has access to clean air and water, a well-balanced diet, exercise, a good education, career opportunities, economic stability and a safe place to live.<\/p>\n<p dir=\"ltr\">HHS\u2019 Office of Disease Prevention and Health Promotion\u00a0<a href=\"https:\/\/odphp.health.gov\/healthypeople\/priority-areas\/social-determinants-health#:~:text=What%20are%20social%20determinants%20of,of-life%20outcomes%20and%20risks.\" target=\"_blank\">writes<\/a> that \u201cpeople who don\u2019t have access to grocery stores with healthy foods are less likely to have good nutrition. That raises their risk of health conditions like heart disease, diabetes, and obesity \u2014 and even lowers life expectancy relative to people who do have access to healthy foods.\u201d\u00a0<\/p>\n<p dir=\"ltr\">Cole\u2019s summary of the HHS spending bill says that program \u201cpromoted social engineering while distracting grant recipients from combating infectious and chronic diseases.\u201d\u00a0<\/p>\n<p dir=\"ltr\">The American Public Health Association urged Congress to approve the bill, writing in a statement the compromise \u201crightly maintains funding for most public health agencies and programs.\u201d<\/p>\n<p dir=\"ltr\">\u201cWhile the bill is not perfect and we disagree with cuts to several HHS agency programs included, overall, the agreement rejects the devastating cuts and nonsensical agency reorganizations proposed by the Trump administration and is a positive outcome,\u201d APHA wrote. \u201cImportantly, the bill also includes language to ensure that CDC and other health agencies maintain an adequate level of staffing to carry out their statutory responsibilities.\u00a0<\/p>\n<p dir=\"ltr\">\u201cThe bill will also ensure that Congress exercises its oversight over any future proposed agency reorganizations.\u201d<\/p>","protected":false},"excerpt":{"rendered":"<p>U.S. Secretary of Health and Human Services Robert F.
