We want to lower all the barriers&#8230;that come along with being a new parent&#8221; (Annelise Hanshaw\/Missouri Independent).<\/p>\n<p><span>Baby bottles, baby wipes and breast pump supplies would be exempt from state and local sales taxes under a bill discussed by a Missouri Senate committee Wednesday.<\/span><\/p>\n<p><span>The <\/span><a href=\"https:\/\/www.senate.mo.gov\/26info\/BTS_Web\/Bill.aspx?SessionType=R&amp;BillID=633\" target=\"_blank\"><span>bill<\/span><\/a><span>, sponsored by Democratic state Sen. Barbara Anne Washington of Kansas City, would eliminate what she described as a \u201cparenting tax\u201d on the items.<\/span><\/p>\n<p><span>\u201cAnything we can do for mothers and to help the families is what I think we should all be down here doing,\u201d Washington told The Independent.<\/span><\/p>\n<p><span>Washington said the bill complements a law passed by the General Assembly last year that excluded <\/span><a href=\"https:\/\/missouriindependent.com\/2025\/09\/01\/missouri-eliminates-luxury-tax-diapers-period-products\/\"><span>diapers and feminine hygiene products<\/span><\/a><span> from the state sales tax, and state lawmakers in the Senate Committee on Economic and Workforce Development expressed support. But Washington said she anticipates her bill will face opposition this year.\u00a0<\/span><\/p>\n<p><span>The bill comes as Gov. Mike Kehoe calls for the elimination of Missouri\u2019s individual income tax and state lawmakers consider increases in sales taxes to help replace revenue the state would lose.<\/span><\/p>\n<p><span>A <\/span><a href=\"https:\/\/documents.house.mo.gov\/billtracking\/bills261\/hlrbillspdf\/6727H.01I.pdf\" target=\"_blank\"><span>constitutional amendment<\/span><\/a><span> introduced on Jan. 13, the day of Kehoe\u2019s annual State of the State address, would allow lawmakers to raise state and local sales taxes \u201cfor the purpose of reducing and eliminating the state individual income tax.\u201d<\/span><\/p>\n<p><span>Though Kehoe said in his speech that he would not tax agriculture, health care or real estate, the proposed amendment, if passed by Missouri voters, would authorize state lawmakers to tax \u201ctransactions involving any goods and services.\u201d<\/span><\/p>\n<p><span>Kehoe\u2019s <\/span><a href=\"https:\/\/missouriindependent.com\/2026\/01\/13\/missouri-revenue-surplus-nearly-gone-as-gov-mike-kehoe-unveils-his-budget-plan\/\"><span>budget plan<\/span><\/a><span> proposes cutting $600 million in general revenue expenditures in fiscal year 2027, and the governor in his speech warned lawmakers against reversing his recommended cuts or introducing new spending items.<\/span><\/p>\n<p><span>Washington said she doesn\u2019t think Missouri\u2019s dwindling revenues and diminishing surplus should rule out measures to help families in need.<\/span><\/p>\n<p><span>\u201cIf we can let rich people not pay taxes on capital gains, why can\u2019t we let the working people have a benefit as well?\u201d Washington said.<\/span><\/p>\n<p><span>State lawmakers last year repealed Missouri\u2019s <\/span><a href=\"https:\/\/missouriindependent.com\/briefs\/missouri-becomes-first-state-to-repeal-capital-gains-tax-at-an-estimated-625m-cost\/\"><span>capital gains tax<\/span><\/a><span> despite <\/span><a href=\"https:\/\/missouriindependent.com\/2025\/04\/07\/missouri-lawmakers-set-to-pass-capital-gains-tax-cut-with-questions-about-its-total-cost\/\"><span>concerns at the time<\/span><\/a><span> that revenue losses projected by the state for the measure were inaccurate. The state <\/span><a href=\"https:\/\/missouriindependent.com\/2025\/12\/18\/missouri-faces-budget-crunch-as-capital-gains-tax-cut-hits-harder-than-expected\/\"><span>now anticipates<\/span><\/a><span> that the tax cut will cost about $500 million in revenue during the current fiscal year and then $360 million annually \u2014more than triple the original estimates.<\/span><\/p>\n<p><span>Parents spend an average of $60 to $150 on baby bottles during a child\u2019s first year, according to an estimate from the state\u2019s revenue department. Though most insurance companies cover the cost of a basic breast pump, according to that estimate, 40% to 55% of parents pay an additional $70 to $200 to purchase an upgraded pump.<\/span><\/p>\n<p><span>The <\/span><a href=\"https:\/\/senate.mo.gov\/FiscalNotes\/2026-1\/5416S.01I.ORG.pdf\" target=\"_blank\"><span>fiscal note<\/span><\/a><span> for Washington\u2019s bill indicates it could cost the state roughly $1.8 million in fiscal year 2027 and then $2.4 million annually.<\/span><\/p>\n<p><span>State lawmakers praised Washington\u2019s proposed legislation and <\/span><a href=\"https:\/\/www.senate.mo.gov\/26info\/bts_web\/Bill.aspx?SessionType=R&amp;BillID=384\" target=\"_blank\"><span>another bill<\/span><\/a><span> sponsored by state Sen. Mike Moon, an Ash Grove Republican, that would give a $2,400 tax exemption to taxpayers during the year of their child\u2019s birth.<\/span><\/p>\n<p><span>State Sen. Adam Schnelting, a Republican from St. Charles, voiced support for Washington\u2019s bill.<\/span><\/p>\n<p><span>\u201cAnytime I can get on board with reducing or eliminating taxes and encouraging a higher birth rate and encouraging families to grow, I think it\u2019s a good bill,\u201d Schnelting said.<\/span><\/p>\n<p><span>Ryan DeBoef, testifying on behalf of Cross-Lines Community Outreach, which runs Diaper Bank of the Ozarks, described the bill as \u201ca nice resource\u2026to make these kind of products more accessible for our neediest.\u201d<\/span><\/p>\n<p><span>While the bill in its current form would exempt infant care products from state and local sales taxes, Washington said she is open to an amendment leaving local taxes intact.<\/span><\/p>\n<p><span>Washington said that for mothers struggling to make ends meet, the bill is \u201cmore than the pennies and the dimes that they\u2019ll save.\u201d<\/span><\/p>\n<p><span>\u201cIt keeps more money in the pockets of Missourians, especially as we are challenging affordability at this time,\u201d Washington said. \u201cIt reduces the toxic stress that leads to poor health for the mother, which in turn leads to [poor health for] the baby.\u201d<\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>State Sen.
