Work requirements and twice-yearly eligibility recertifications beginning in 20<\/span><span>27 could cause <\/span><a href=\"https:\/\/shvs.org\/resource\/senate-passed-h-r-1-updated-estimates-on-impact-to-state-medicaid-coverage-and-expenditures-hospital-expenditures-including-impacts-by-congressional-district\/\" target=\"_blank\"><span>130,000<\/span><\/a><span> of the 1.25 million Missourians currently on Medicaid to lose coverage, according to one Princeton University estimate.<\/span><\/p>\n<p><span>Gov. Mike Kehoe and Jess Bax, director of the department, praised Moore\u2019s experience in the press release and emphasized a need for MO HealthNet\u2019s sustainability.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-28660 alignleft\" src=\"https:\/\/missouriindependent.com\/wp-content\/uploads\/2025\/12\/Josh_Moore_Headshot-200x300.jpeg\" alt=\"\" width=\"200\" height=\"300\" \/><\/p>\n<p><span>\u201cWith his expe<\/span><span>rience and proven leadership,\u201d Kehoe said, \u201cwe are confident he will strengthen access, improve outcomes and ensure the program\u2019s long-term sustainability<\/span><span>.\u201d<\/span><\/p>\n<p><span>Bax said Moore\u2019s policy expertise and \u201cleadership across state and federal partners\u201d will \u201cstrengthen healthcare access statewide while better serving our most vulnerable populations.\u201d<\/span><\/p>\n<p><span>The new federal requirements are expected to come with <\/span><a href=\"https:\/\/www.cbo.gov\/system\/files\/2025-10\/PL-119-21-Medicaid%20_0.pdf\" target=\"_blank\"><span>over $900 billion<\/span><\/a><span> in cuts to Medicaid nationwide over the next decade. Missouri could lose 14% of its federal Medicaid fundin<\/span><span>g, somewhere between $11 and $18 billion over 10 years, according to <\/span><a href=\"https:\/\/www.kff.org\/medicaid\/allocating-cbos-estimates-of-federal-medicaid-spending-reductions-across-the-states-enacted-reconciliation-package\/?utm_campaign=kff-medicaid&amp;utm_medium=email&amp;_hsenc=p2anqtz-_zm3lwumkl5wy2haxviaaes4e09yijxwjzzroomznoqveahlvn9mqj7soof2xs2eoftsce61g-s7aipaiw_kocyl4x0g&amp;_hsmi=369561629&amp;utm_content=369561629\" target=\"_blank\"><span>KFF<\/span><\/a><span>.<\/span><\/p>\n<p><span>As pharmacy director, Moore\u2019s responsibilities included developing policies for drug reimbursement and criteria for doctors to approve medications for prior authorization.\u00a0<\/span><\/p>\n<p><span>Moore\u2019s tenure as pharmacy director has seen state <\/span><a href=\"https:\/\/kffhealthnews.org\/news\/no-quick-fix-missouri-finds-managing-pain-without-opioids-isnt-fast-or-easy\/\" target=\"_blank\"><span>efforts<\/span><\/a><span> to provide alternatives to opioids in pain management, the COVID-19 pandemic and the introduction of GLP-1 therapies in obesity care.
