The bill was sponsored by Maine\u2019s Jared Golden, a Democrat, and Pennsylvania\u2019s Brian Fitzpatrick, a Republican.\u00a0Twenty Republicans joined all Democrats in supporting the\u00a0<a href=\"https:\/\/www.congress.gov\/119\/bills\/hr2550\/BILLS-119hr2550ih.pdf\" target=\"_blank\">bill<\/a>.<\/p>\n<p dir=\"ltr\">It\u2019s now referred to the Senate, but it\u2019s unclear if it will garner enough support to reach the chamber\u2019s 60-vote threshold\u00a0\u2014\u00a0or even be brought to the floor for a vote.<\/p>\n<p dir=\"ltr\">The move also bucked House Speaker Mike Johnson, a Louisiana Republican, who did not bring the bill to the floor for Wednesday\u2019s vote. Instead, lawmakers were able to vote on it through a legislative maneuver known as a discharge petition.\u00a0<\/p>\n<p dir=\"ltr\">The procedure allows rank-and-file members to compel the lower chamber to vote on measures that are not brought up by the leadership of the majority party, which is how bills typically reach the floor.<\/p>\n<p dir=\"ltr\"><a href=\"https:\/\/www.newsfromthestates.com\/article\/rare-us-house-bipartisan-vote-advances-bill-rejecting-trump-federal-worker-bargaining-ban\" target=\"_blank\">On Wednesday\u2019s vote<\/a> to advance the discharge petition, 13 Republicans joined all Democrats.<\/p>\n<p dir=\"ltr\">Following Wednesday\u2019s procedural vote, Golden said in a statement that the bill would restore the rights of federal employees.<\/p>\n<p dir=\"ltr\">\u201cPresident Trump said ending collective bargaining was about protecting our national defense,\u201d he said. \u201cBut in my District, many affected workers build our warships and care for our veterans. If the majority we built over the past few months sticks together, we can overturn this union-busting executive order, and we can show America that this body will protect workers\u2019 rights.\u201d\u00a0\u00a0<\/p>\n<p dir=\"ltr\">House Oversight and Reform Committee Chairman James Comer, a Kentucky Republican, argued against the bill on the floor Thursday, saying lax accountability among the federal workforce harmed taxpayers.<\/p>\n<p dir=\"ltr\">\u201cAccountability problems in the federal workforce are legendary,\u201d he said. \u201cIt takes a Herculean effort to fire a poorly performing federal worker or one who is engaged in misconduct.\u201d<\/p>\n<p dir=\"ltr\">Trump\u00a0<a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/03\/fact-sheet-president-donald-j-trump-exempts-agencies-with-national-security-missions-from-federal-collective-bargaining-requirements\/\" target=\"_blank\">signed an executive order<\/a> in March that banned collective bargaining agreements for federal agencies dealing with national security.<\/p>\n<p dir=\"ltr\">Those agencies include the departments of Defense, Veteran Affairs, Homeland Security, State and Energy, along with the National Science Foundation, the U.S. Coast Guard, most entities within the Department of Justice and several pandemic response and refugee resettlement agencies within the Health and Human Services Department, among others.\u00a0<\/p>\n<p dir=\"ltr\">Federal police and firefighters are exempt from the order.<\/p>\n<p dir=\"ltr\">Federal employees have limited bargaining agreements, compared to the private sector.
