{"id":7917,"date":"2025-12-04T13:51:45","date_gmt":"2025-12-04T19:51:45","guid":{"rendered":"https:\/\/westplexnews.com\/index.php\/2025\/12\/04\/missouri-senators-question-education-officials-about-efforts-to-help-struggling-schools-2\/"},"modified":"2025-12-04T13:51:45","modified_gmt":"2025-12-04T19:51:45","slug":"missouri-senators-question-education-officials-about-efforts-to-help-struggling-schools-2","status":"publish","type":"post","link":"https:\/\/westplexnews.com\/index.php\/2025\/12\/04\/missouri-senators-question-education-officials-about-efforts-to-help-struggling-schools-2\/","title":{"rendered":"Missouri senators question education officials about efforts to help struggling schools"},"content":{"rendered":"<p><img decoding=\"async\" width=\"1024\" height=\"614\" src=\"https:\/\/missouriindependent.com\/wp-content\/uploads\/2025\/12\/IMG_2463-scaled-e1764884588112-1024x614.jpg\" class=\"attachment-large size-large wp-post-image\" alt=\"\" loading=\"lazy\" \/><\/p>\n<p>The Missouri Senate Education Committee met Thursday to question Missouri Commissioner of Education Karla Eslinger about interventions to help struggling schools (Annelise Hanshaw\/Missouri Independent).<\/p>\n<p><span>Missouri state senators are hoping to force the Department of Elementary and Secondary Education to lower underperforming school districts\u2019 accreditation status a year earlier than the department\u2019s policy allows.<\/span><\/p>\n<p><span>The Missouri Senate Education Committee convened a hearing Thursday morning to question Missouri Commissioner of Education Karla Eslinge about the department\u2019s efforts to support underperforming schools after a release of annual performance data last month.<\/span><\/p>\n<p><span>District accreditation hasn\u2019t been impacted by<\/span> <span>annual performance scores since the department\u2019s switch to the Missouri School Improvement Program 6 in 2022. Education officials are waiting until next year to change classification based on the scores, based on internal policies, though state law would allow them to make accreditation decisions this year.<\/span><\/p>\n<p><span>\u201cIf we said we would like you to be able to change classification and not have to wait,\u201d Senate President Pro Tem Cindy O\u2019Laughlin asked Missouri Commissioner of Education Karla Eslinger during a public hearing Thursday. \u201cWould you support that?\u201d<\/span><\/p>\n<p><span>Eslinger warned against \u201cchanging the rules midstream,\u201d arguing that school administrators would be frustrated at a sudden change of plans. The department has begun working with struggling schools, she said, with state staff and groups of community leaders brainstorming solutions to chronic underperformance.<\/span><\/p>\n<p><span>\u201cI am not waiting for a classification or an annual performance report score, or whatever it is, to keep me from going and getting into schools that are struggling,\u201d Eslinger said.<\/span><\/p>\n<p><span>State Sen. Rick Brattin, a Republican from Harrisonville and chairman of the committee, said he was worried that performance scores painted a rosy picture of districts with low proficiency rates.<\/span><\/p>\n<p><span>\u201cThis everyone-gets-a-trophy mentality and approach to education is detrimental,\u201d he said. \u201cIf we\u2019re not holding people who are failing accountable, then what are we doing here? Why are we investing billions and billions of dollars?\u201d<\/span><\/p>\n<p><span>The state has been transitioning from an older version of its accountability model to a new one, the Missouri School Improvement Program 6. The update has been described as \u201cmore rigorous,\u201d with schools scoring significantly lower than they did under previous iterations.<\/span><\/p>\n<p><span>This change is bringing more accountability, Eslinger said. Currently, 9% of school districts and charter schools are scoring below the full accreditation range.<\/span><\/p>\n<p><span>\u201cI don\u2019t remember a time when there were that many school districts that would have been provisionally accredited, but that doesn\u2019t mean that it\u2019s not necessary,\u201d Eslinger told the committee. \u201cWe do believe that we have to hold our schools accountable and make sure that our kids are performing at the level we want them to be.\u201d<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"Zx9vESW2Mq\">\n<p><a href=\"https:\/\/missouriindependent.com\/2025\/11\/06\/missouri-schools-show-improvement-in-annual-performance-reports\/\">Missouri schools show improvement in annual performance reports<\/a><\/p>\n<\/blockquote>\n<p><span>Accreditation decisions are scheduled for next year, but senators questioned if the change could happen as soon as January. If classifications were lowered, it <\/span><a href=\"https:\/\/dese.mo.gov\/media\/pdf\/accreditation-classification-school-districts-1\" target=\"_blank\"><span>would impact five school districts<\/span><\/a><span>: Hayti R-II, Hickman Mills C-1 in Kansas City , Normandy Schools Collaborative, Osborn R-0 and Riverview Gardens in St. Louis.<\/span><\/p>\n<p><span>St. Louis Public Schools, which drew the attention of some of the committee members, scored in the fully accredited range.<\/span><\/p>\n<p><span>Despite the district\u2019s scores on annual performance reviews, GOP lawmakers still believe it is falling short.<\/span><\/p>\n<p><span>\u201cMy biggest concern is St Louis,\u201d O\u2019Laughlin said. \u201cIt\u2019s totally a train wreck. I don\u2019t think you could describe it any other way.\u201d<\/span><\/p>\n<p><span>Eslinger told the committee the state has \u201congoing communication\u201d with the district and is speaking with St. Louis leaders about the district\u2019s struggles in a group called \u201ctransforming schools.\u201d<\/span><\/p>\n<p><span>The district has recently switched to a phonics-based reading assessment program recommended by the state. The assessment is the result of a bill championed by O\u2019Laughlin and Eslinger, during her time as a state senator.<\/span><\/p>\n<p><span>Eslinger, in her recommendations to the committee, said she would like to see a bill that would require districts to adopt the assessment. The current law leaves the assessment open-ended, with the option to use other tests based on the science of reading.<\/span><\/p>\n<p><span>She also asked for a bill that would help centralize the department\u2019s data collection.<\/span><\/p>\n<p><span>Eslinger has touted coming changes to the way the department presents data, aiming for more clarity and accessibility on the department\u2019s website.<\/span><\/p>\n<p><span>The hearing ended without action from the committee.
