(Photo by Spencer Platt\/Getty Images)\" loading=\"lazy\" \/><\/p>\n<p>People walk into a New York City grocery store that accepts food stamps (Spencer Platt\/Getty Images).<\/p>\n<p dir=\"ltr\">Payments for November for the nation\u2019s main food assistance program have been delayed during the government shutdown, amid a confusing mess of contradicting guidance from the Trump administration and a flurry of court orders in two cases at every level of the federal judiciary.<\/p>\n<p dir=\"ltr\">The off-and-on freeze of benefits for the Supplemental Nutrition Assistance Program, or SNAP, that serves about 42 million people, was among the most consequential effects of the record-setting shutdown. Roughly 1 in 8 Americans use SNAP to help buy groceries.<\/p>\n<p dir=\"ltr\">Lawmakers, advocates and judges all repeatedly called for urgency to restore the program to keep Americans from going hungry. Yet the dizzying back-and-forth continued, often leaving both states and families at a loss.<\/p>\n<div class=\"fullwidth\"><\/div>\n<p dir=\"ltr\">While the shutdown is likely to end this week, the legal fight continues over the responsibilities of the federal government, which funds SNAP, and the states that administer the program.<\/p>\n<p dir=\"ltr\">Here\u2019s a timeline of events over 42 days since Congress failed to appropriate new funding for the fiscal year that began Oct. 1:<\/p>\n<p dir=\"ltr\"><strong>Sept. 30, 2025<\/strong>:\u00a0On the brink of the current shutdown, the Trump U.S. Department of Agriculture publishes\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/26196921-fy2026-usda-lapse-plan-sept30\/\" target=\"_blank\">a plan<\/a> for how its various programs will be affected. It says SNAP benefits will continue to flow from a $6 billion contingency fund during a shutdown.<\/p>\n<p dir=\"ltr\">\u201cCongressional intent is evident that SNAP\u2019s operations should continue since the program has been provided with multi-year contingency funds,\u201d the document reads in part.<\/p>\n<p dir=\"ltr\">States Newsroom discloses the document is later\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/usda-wont-shuffle-funds-extend-snap-during-shutdown-about-face-earlier-plan\" target=\"_blank\">removed<\/a> from USDA\u2019s website.<\/p>\n<p dir=\"ltr\"><strong>Oct. 1:\u00a0<\/strong>Congress fails to appropriate any money for discretionary government programs. The federal government\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/federal-government-shutdown-begins-no-easy-exit-sight\" target=\"_blank\">shuts down<\/a>. USDA pays October SNAP benefits.<\/p>\n<p dir=\"ltr\"><strong>Oct. 10:<\/strong>\u00a0USDA sends a letter to states telling them not to pay SNAP benefits for November, a reversal from its Sept. 30 plan.<\/p>\n<p dir=\"ltr\"><strong>Oct. 24<\/strong>:\u00a0USDA tells states in\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/26196837-usda-memo-102425\/\" target=\"_blank\">a memo<\/a> that it\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/usda-wont-shuffle-funds-extend-snap-during-shutdown-about-face-earlier-plan\" target=\"_blank\">will not pay<\/a> November SNAP benefits, even though it held billions in a contingency fund.\u00a0\u00a0<\/p>\n<p dir=\"ltr\"><strong>Oct. 28: <\/strong>Democratic states\u00a0<a href=\"https:\/\/ag.ny.gov\/sites\/default\/files\/court-filings\/commonwealth-of-massachusetts-v-united-states-department-of-agriculture-complaint-2025.pdf\" target=\"_blank\">sue<\/a> USDA in Massachusetts federal court,\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/democratic-ags-governors-sue-trump-over-snap-benefits-shutdown-hits-day-28\" target=\"_blank\">seeking<\/a> to force the department to pay for November benefits.<\/p>\n<p dir=\"ltr\"><strong>Oct. 30<\/strong>: Nonprofits, religious groups and municipal governments bring a\u00a0<a href=\"https:\/\/www.courtlistener.com\/docket\/71820142\/rhode-island-state-council-of-churches-v-rollins\/?order_by=desc\" target=\"_blank\">similar suit<\/a> in Rhode Island federal court.\u00a0<\/p>\n<p dir=\"ltr\"><strong>Oct. 31<\/strong>: In an initial hearing in the Rhode Island case, U.S. District Chief Judge John J. McConnell Jr.\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/trump-administration-blocked-cutting-snap-benefits-two-judges-issue-orders\" target=\"_blank\">says<\/a> he is ordering USDA to continue SNAP benefits in November.<\/p>\n<p dir=\"ltr\">In the Massachusetts case, U.S. District Judge Indira Talwani rules that withholding November benefits is illegal, but gives the administration until Nov. 3 to respond.<\/p>\n<p dir=\"ltr\"><strong>Nov. 1<\/strong>: McConnell issues\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/26210568-snap\/\" target=\"_blank\">a written ruling<\/a>\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/trump-administration-must-restart-snap-benefits-wednesday-judge-rules\" target=\"_blank\">laying out two options<\/a> for USDA: pay full benefits for November by Nov. 3 or partial benefits by Nov. 5.<\/p>\n<p dir=\"ltr\">Some SNAP recipients begin to miss benefit payments. The program administers benefits on a rolling basis throughout each month, so more people are affected every day the department is not authorizing benefits.<\/p>\n<p dir=\"ltr\"><strong>Nov. 3<\/strong>: In a filing in McConnell\u2019s court, USDA says it will\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/trump-administration-pay-about-half-november-snap-benefits-amid-shutdown\" target=\"_blank\">pay about half<\/a> of November benefits. But it says the administrative difficulties of calculating partial benefits could take weeks or even months.<\/p>\n<p dir=\"ltr\"><strong>Nov. 4, just after 11 a.m. Eastern:<\/strong> President Donald Trump\u00a0<a href=\"https:\/\/x.com\/TrumpDailyPosts\/status\/1985741898649325904\" target=\"_blank\">posts to Truth Social<\/a> that SNAP benefits will not be paid until Democrats agree to reopen the government. At the White House press briefing in the afternoon, press secretary Karoline Leavitt walks back that post and\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/defiant-trump-vows-no-snap-payments-until-democrats-cave-shutdown\" target=\"_blank\">says<\/a> Trump was referring to future benefits.<\/p>\n<p dir=\"ltr\"><strong>Nov. 5, late: <\/strong>In a memo to states, USDA\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/26218472-usdadocnov5\/\" target=\"_blank\">corrects<\/a> a table for the amount of partial benefits households should receive based on income, size of household and other factors. USDA says the table fulfills its duty under McConnell\u2019s Nov. 1 order to pay partial benefits by this date.\u00a0<\/p>\n<p dir=\"ltr\"><strong>Nov. 6:<\/strong> McConnell\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/trump-administration-ordered-pay-full-9b-november-snap-benefits-amid-shutdown\" target=\"_blank\">orders<\/a> the USDA\u00a0<a href=\"https:\/\/www.courtlistener.com\/docket\/71820142\/34\/rhode-island-state-council-of-churches-v-rollins\/\" target=\"_blank\">to pay full November benefits<\/a> by the next day. His earlier order was clear that partial benefits must be paid by Nov. 5, he said. Because recipients did not receive their benefits, the government missed that deadline, and it must pay for the whole month, he says. He also notes Trump\u2019s Truth Social post appeared to defy the order.<\/p>\n<p dir=\"ltr\">States, including Wisconsin, Michigan and Oregon, begin to authorize full November benefits.\u00a0<\/p>\n<p dir=\"ltr\"><strong>Nov. 7, 8:53 a.m. Eastern:<\/strong> The department\u00a0<a href=\"https:\/\/www.courtlistener.com\/docket\/71886023\/00108363689\/rhode-island-state-council-of-churches-v-rollins\/\" target=\"_blank\">appeals<\/a> McConnell\u2019s order the day before to the 1st U.S. Circuit Court of Appeals.<\/p>\n<p dir=\"ltr\"><strong>Nov. 7, midday:<\/strong> Despite its morning appeal, the USDA issues\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/26220869-snap-november-2025-benefit-guidance-update\/\" target=\"_blank\">guidance<\/a> to states greenlighting full November benefits. A USDA spokesperson\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/trump-administration-issues-november-snap-benefits-then-asks-supreme-court-intervene\" target=\"_blank\">says the department must comply<\/a> with McConnell\u2019s order.<\/p>\n<p dir=\"ltr\">Consistent with the USDA guidance, more states begin to authorize full November benefits.<\/p>\n<p dir=\"ltr\"><strong>Nov. 7, evening:<\/strong> The Trump administration asks the U.S. Supreme Court to issue an emergency stay of the 1st Circuit and district court orders that it provide full November benefits that day.<\/p>\n<p dir=\"ltr\"><strong>Nov. 7, just before 10 p.m. Eastern:<\/strong> U.S. Supreme Court Justice Ketanji Brown Jackson\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/26221041-25a539-admin-stay\/\" target=\"_blank\">orders<\/a> an administrative stay while the 1st Circuit appeal is pending. The order temporarily\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/us-supreme-court-temporarily-blocks-november-snap-payments\" target=\"_blank\">halts<\/a> the lower courts\u2019 order to provide benefits.<\/p>\n<p dir=\"ltr\"><strong>Nov. 8, late:<\/strong> Following the Supreme Court stay, USDA sends states\u00a0<a href=\"https:\/\/www.fns.usda.gov\/snap\/updated-supplemental-nutrition-assistance-program-snap-november-benefit-issuance11-8\" target=\"_blank\">a letter<\/a> demanding they \u201cimmediately undo\u201d any moves to provide full SNAP benefits. The letter threatens to cancel other federal funding for states that don\u2019t comply.\u00a0<\/p>\n<p dir=\"ltr\"><strong>Nov. 9, late night<\/strong>: A\u00a0<a href=\"https:\/\/www.courtlistener.com\/docket\/71886023\/00108364355\/rhode-island-state-council-of-churches-v-rollins\/\" target=\"_blank\">1st Circuit panel affirms<\/a> McConnell\u2019s order. The trial judge was within his right to order USDA pay full November benefits, the three-judge panel says.<\/p>\n<p dir=\"ltr\"><strong>Nov. 10:<\/strong> The Trump administration\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/shutdown-battle-ebbs-trump-wont-give-trying-withhold-full-snap-benefits\" target=\"_blank\">continues<\/a> its Supreme Court appeal, even as the shutdown nears its end and the 1st Circuit has ruled on the appeal.<\/p>\n<p dir=\"ltr\">Talwani issues a restraining order on the Nov. 8 letter asking states to \u201cundo\u201d November benefit payments. At a hearing, she says USDA has created the confusion and that states were acting in line with court orders and the department\u2019s own guidance.<\/p>\n<p dir=\"ltr\">The\u00a0<a href=\"https:\/\/www.newsfromthestates.com\/article\/us-senate-bipartisan-vote-passes-bill-end-record-breaking-shutdown-house-next\" target=\"_blank\">U.S. Senate approves a bill<\/a> to reopen the government and fund SNAP, sending the measure to the House.\u00a0<\/p>\n<p dir=\"ltr\"><strong>Later this week: <\/strong>The U.S. House is expected to clear the Senate bill; Trump is expected to sign it.
