Emanuel Cleaver of Kansas City, and disperse its voters into three districts that give Republicans an electoral advantage in seven of the state\u2019s eight congressional seats.<\/p>\n<p dir=\"ltr\">The fate of the proposed new map is now in the hands of the Missouri Senate, where the GOP holds a supermajority and is expected to pass it to Gov. Mike Kehoe for his signature this week.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"71ZzgduCe9\">\n<p><a href=\"https:\/\/missouriindependent.com\/2025\/09\/09\/missouri-house-passes-gerrymandered-congressional-map-limits-on-initiative-petitions\/\">Missouri House passes gerrymandered congressional map, limits on initiative petitions<\/a><\/p>\n<\/blockquote>\n<p dir=\"ltr\">At least two groups are considering a petition drive to force a referendum vote on the map once it is signed into law. If they successfully gather enough signatures, the map would be frozen until an up-or-down statewide vote is held next year.<\/p>\n<p dir=\"ltr\">\u201cI expect a citizens referendum as soon as this passes the Senate,\u201d said House Minority Leader Ashley Aune, a Kansas City Democrat.<\/p>\n<p dir=\"ltr\">Jake Hummel, president of the Missouri AFL-CIO, said that while he hasn\u2019t talked directly with his members about whether to initiate a referendum, \u201cI have a pretty strong feeling they will.\u201d<\/p>\n<p dir=\"ltr\">Richard von Glahn, executive director of an organization called People NOT Politicians, said if lawmakers insist on moving forward with a gerrymandered congressional map, \u201cthe people have other tools \u2014 including legal action and a referendum. Missourians are ready to defend democracy.\u201d<\/p>\n<p dir=\"ltr\">That referendum strategy was last deployed in 2018, when labor unions collected 300,000 signatures in 90 days \u2014 more than three times the amount required \u2014 to put a question on the statewide ballot repealing a GOP-backed right-to-work law.<\/p>\n<p dir=\"ltr\">The repeal push was ultimately successful, with 67% of voters rejecting the right-to-work law.<\/p>\n<p dir=\"ltr\">In fact, of the 27 times a referendum has been placed on the ballot, voters have rejected actions by the General Assembly all but twice.<\/p>\n<figure class=\"wp-caption aligncenter\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-27046\" src=\"https:\/\/missouriindependent.com\/wp-content\/uploads\/2025\/09\/091025_rally1-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1536\" \/><figcaption class=\"wp-caption-text\"><em>A rally protesting a GOP gerrymandering proposal on Wednesday fills the Missouri Capitol Rotunda (Annelise Hanshaw\/Missouri Independent).<\/em><\/figcaption><\/figure>\n<p dir=\"ltr\">Referendum elections are required to be held on the November <a href=\"https:\/\/revisor.mo.gov\/main\/OneSection.aspx?section=III++++52(b)&amp;bid=31811&amp;constit=y\" target=\"_blank\">general election ballot unless the legislature votes to move it to an earlier date<\/a>. The timing of that vote would be crucial in determining whether a new map could even be finalized in time for congressional elections next year.<\/p>\n<p dir=\"ltr\">According to a letter from the Missouri Association of County Clerks and Election Authorities that was sent to legislative leadership last month, every election in 2026 administratively begins 10 weeks prior to Election Day.<\/p>\n<p dir=\"ltr\">Elections are administered in the statewide voter registration database, which houses the district boundaries and voter district assignments currently in effect and ensures voters receive the right ballot on Election Day.<\/p>\n<p dir=\"ltr\">District boundary lines must be \u201clocked\u201d during an active election, the letter states, and voters cannot be assigned to a new district during this timeframe to ensure proper ballots can be created, proofed, ordered and printed in time for absentee voting to begin.<\/p>\n<p dir=\"ltr\">Under that timeline, the April 7, 2026, municipal election begins administratively on Jan. 27. The Aug. 4, 2026 primary election begins administratively on May 26.<\/p>\n<p dir=\"ltr\">That means, at least according to local election officials, if the congressional map being considered by the legislature isn\u2019t finalized until after May 26, it wouldn\u2019t apply to the August primary.<\/p>\n<p dir=\"ltr\">Meanwhile, the <a href=\"https:\/\/www.sos.mo.gov\/CMSImages\/ElectionCandidates\/2026FilingDocuments\/2026CandidateFilingInformation.pdf\" target=\"_blank\">candidate filing period in Missouri<\/a> for the August 2026 primary opens on Feb. 24 and ends March 31. In 2022, the filing period <a href=\"https:\/\/missouriindependent.com\/2022\/03\/28\/missouri-candidate-filing-deadline-comes-amid-uncertainty-on-congressional-districts\/\">came and went without a new map in place<\/a> as lawmakers quarrelled over boundary lines.<\/p>\n<p dir=\"ltr\">And numerous opponents of the gerrymandering push have promised litigation, arguing it is unconstitutional to redraw Missouri\u2019s congressional map before the next census is complete.<\/p>\n<p dir=\"ltr\">The idea of forcing a gerrymandered congressional map onto the ballot for voters to decide was a recurring theme Wednesday as thousands gathered at the Missouri Capitol to denounce the Republican-backed effort.<\/p>\n<p dir=\"ltr\">\u201cGovernment is supposed to be by the people, for the people,\u201d said Denise Lieberman, director and general counsel for the Voter Protection Coalition. \u201cThis proposal is nothing more than an attempt to rig the 2026 elections before a single vote is even cast \u2013 at the behest of Washington DC, and at the expense of real Missourians.\u201d<\/p>\n<p dir=\"ltr\">Ashley Sadowski, a parent in Kansas City Public Schools, denounced the map Wednesday for slicing her school district into three different congressional districts.<\/p>\n<p>\u201cPolitics are local. Community needs are local. Rural families have different needs than urban families. Large communities have different needs than smaller communities,\u201d she said. \u201cLooking at the boundaries of this map, it\u2019s clear the creators don\u2019t know us at all.
