Cases of Measles are on the rise nationwide, with seven cases confirmed in Missouri (Jan Sonnenmair\/Getty Images).<\/p>\n<p><span>The percentage of kindergarten students in Missouri vaccinated against diseases like measles and whooping cough is dropping each year as more parents turn in non-medical exemptions prior to their child\u2019s first day of school.<\/span><\/p>\n<p><span>Only 90% <\/span><a href=\"https:\/\/health.mo.gov\/living\/families\/schoolhealth\/dashboard.php\" target=\"_blank\"><span>of Missouri kindergarten students<\/span><\/a><span> were immunized against measles, mumps and rubella last year, according to the <\/span><a href=\"https:\/\/health.mo.gov\/living\/families\/schoolhealth\/dashboard.php\" target=\"_blank\"><span>Missouri Department of Health and Senior Services<\/span><\/a><span>. That\u2019s down from 94.6% five years prior. Some counties<\/span><span>\u00a0have rates nearing 75%.<\/span><\/p>\n<p><span>According to the CDC and World Health Organization, a community needs a vaccination rate of at least 95% to be adequately protected from measles outbreaks.<\/span><\/p>\n<p><span>\u201cWe are sweating,\u201d Dr. Laura Morris, a University of Missouri Health Care family medicine physician and liaison to the CDC\u2019s Advisory Committee on Immunization Practices, told The Independent. \u201cThere are a couple of diseases that are very infectious that require really high rates of vaccination to provide herd immunity.\u201d<\/span><\/p>\n<p><span>Missouri exceeds the national average of non-medical exemptions. According to the U.S. Centers for Disease Control and Prevention, 5% of Missouri kindergarteners had non-medical exemptions on file last school year, compared to a nationwide rate of 3.4%.<\/span><\/p>\n<p>\u00a0<\/p>\n<div><img decoding=\"async\" src=\"https:\/\/datawrapper.dwcdn.net\/L0NjE\/full.png\" alt=\"Rate of non-medical vaccine exemptions among kindergarten students, by school year (Line chart)\" \/><\/div>\n<p>\u00a0<\/p>\n<p><span>This percentage, which has been on a steady incline since the 2020-21 school year, is troubling public health experts who say vaccination rates are dipping below safe levels.<\/span><\/p>\n<p><span>\u201cThe number of children in a particular school that might be vulnerable or unvaccinated, it\u2019s going to vary by community,\u201d Morris said. \u201cThere are definitely some places and communities where there are a lot more unvaccinated kiddos, and then there are some communities where the rate might be 97% or even higher.\u201d<\/span><\/p>\n<p><span>Morris added: \u201cIt is going to be a bit of a firestorm if those infections get into some of those places.\u201d\u00a0<\/span><\/p>\n<p><span>As vaccination rates drop, measles is popping up <\/span><a href=\"https:\/\/missouriindependent.com\/briefs\/measles-reaches-highest-level-in-33-years-now-in-39-states\/\"><span>at levels not seen since 1992<\/span><\/a><span>. Seven cases of the disease have been confirmed in Missouri this year \u2014 five of which occurred in Cedar County, which has one of the lowest vaccination rates in the state with <\/span><a href=\"https:\/\/health.mo.gov\/living\/families\/schoolhealth\/dashboard.php\" target=\"_blank\"><span>74.4% of kindergarteners vaccinated against measles<\/span><\/a><span>.<\/span><\/p>\n<p><span>It is not just the MMR vaccine worrying health providers. The percentage of kindergarten-aged children with updated DTP vaccines (which protects against diphtheria, tetanus and pertussis) has declined over the past 10 years from 96% to 90% in Missouri.<\/span><\/p>\n<p><span>This is much steeper than the national drop, which went from 94.3% in the 2014-15 school year to 92.1% last year.<\/span><\/p>\n<p><span>Rachel Hassani, director of education and engagement for the Missouri Rural Health Association, told The Independent that family hesitancy as well as access issues are contributing to the declining vaccination rates.<\/span><\/p>\n<p><span>\u201cAcross the board, access to care is more limited in rural Missouri. Access to specialists, pediatricians, things like that is far more challenging,\u201d she said. \u201cAnd these workforce issues are really growing.\u201d<\/span><\/p>\n<p>\u00a0<\/p>\n<div><img decoding=\"async\" src=\"https:\/\/datawrapper.dwcdn.net\/DWi5b\/full.png\" alt=\"Percentage of kindergarten students with MMR vaccine for the 2024-25 school year, by county (Choropleth map)\" \/><\/div>\n<p>\u00a0<\/p>\n<p><span>Marvia Jones, director of the Kansas City Health Department, told The Independent that the city has been working to make vaccines more easily available. The health department has extended office hours to be convenient for working parents and scheduled more informational events in the community.<\/span><\/p>\n<p><span>The result is a strong level of vaccination in the majority of the city, but Jones is noticing lower rates in suburban areas like the Northland.<\/span><\/p>\n<p><span>\u201cIt is more of a hesitance issue,\u201d she said. \u201cA lot of misinformation and some of the political issues have been added to the discussions around public health vaccination in the past three to five years.\u201d<\/span><\/p>\n<p><span>The trend of lower vaccination rates and more religious exemptions in Missouri begins around the 2020-21 school year, which is when the COVID-19 vaccine was released. That year, only 2.4% of Missouri kindergarteners had a religious exemption from vaccination \u2014 less than half the rate of the 2024-25 school year.<\/span><\/p>\n<p><span>\u201cIt has been just a big backslide in terms of the misinformation and inaccurate information,\u201d Morris said. \u201cIt has become so prevalent to see so many things that are completely inaccurate.\u201d<\/span><\/p>\n<p><span>She has seen misinformation about COVID-19 vaccines spill into patient concerns about regularly scheduled vaccinations.<\/span><\/p>\n<p><span>Health officials hope ease of access and proper education will help reverse the trend. But Missouri and the United States as a whole is also facing newfound systemic issues.<\/span><\/p>\n<p><a href=\"https:\/\/missouriindependent.com\/2025\/03\/27\/repub\/u-s-department-of-health-and-human-services-to-slash-10000-jobs-close-5-regional-offices\/\"><span>Cuts in the U.S. Department of Health and Human Services<\/span><\/a><span> has trickled down to Missouri programs. This spring, the Missouri Immunization Coalition shuttered after losing federal funding, and the Missouri Rural Health Association lost a $1 million grant intended to study immunizations in rural health clinics, <\/span><a href=\"https:\/\/www.stlpr.org\/health-science-environment\/2025-04-16\/federal-government-cuts-missouri-vaccine-funds-as-immunizations-dip\" target=\"_blank\"><span>as reported by St. Louis Public Radio<\/span><\/a><span>.<\/span><\/p>\n<p><span>And in June, U.S. Health Secretary Robert F. Kennedy Jr., a longtime anti-vaccine activist, <\/span><a href=\"https:\/\/apnews.com\/article\/kennedy-cdc-acip-vaccines-3790c89f45b6314c5c7b686db0e3a8f9\" target=\"_blank\"><span>replaced all 17 members of the Advisory Committee on Immunization Practices<\/span><\/a><span>, a group that guides the CDC on vaccine policy.\u00a0<\/span><\/p>\n<p><span>Morris, a non-voting liaison to the committee, is still serving in an advisory role.<\/span><\/p>\n<p><span>\u201cThe process of where those (vaccine) recommendations come from has been subverted over the last couple of months, and that (group) is no longer a source that has the same merit and the same kind of evidence-based background that it previously did,\u201d she said.<\/span><\/p>\n<p><span>Kansas City <\/span><a href=\"https:\/\/www.kcmo.gov\/Home\/Components\/News\/News\/2417\/1746\" target=\"_blank\"><span>joined a lawsuit challenging the federal cuts<\/span><\/a><span> to public health programs. The state has taken no such action.<\/span><\/p>\n<p><span>Since 2021, Missouri lawmakers have <\/span><a href=\"https:\/\/missouriindependent.com\/2021\/09\/15\/missouri-lawmakers-look-to-undermine-biden-covid-vaccine-mandate\/\"><span>spoken against COVID-19 vaccine mandates<\/span><\/a><span>, filing bills annually that seek to make such mandates illegal.<\/span><\/p>\n<p><span>\u201cIt\u2019s hard to know which direction things go. Does our state have less of an appreciation and trust of public health, so it funds it at lower levels? Or because of the low levels of funding, do people see us and respect us as an authority on these matters less?\u201d Jones said. \u201cIt is an interesting kind of conundrum.\u201d<\/span><\/p>\n<p><span>Missouri ranks last in per-capita funding of public health, at $7 per person, <\/span><a href=\"https:\/\/statehealthcompare.shadac.org\/rank\/117\/per-person-state-public-health-funding#2,3,4,5,6,7,8,9,10,11,12,13,14,15,16,17,18,19,20,21,22,23,24,25,26,27,28,29,30,31,32,33,34,35,36,37,38,39,40,41,42,43,44,45,46,47,48,49,50,51,52\/a\/76\/154\/false\/lowest\" target=\"_blank\"><span>according to the State Health Access Data Assistance Center<\/span><\/a><span>.<\/span><\/p>\n<p><span>\u201cWe need lawmakers and certainly our medical community to be evidence-driven,\u201d Jones said. \u201cAnd to not stray away from tried and true public health interventions due to any political leanings.\u201d<\/span><\/p>\n<p><em>This story has been updated at 3:46 p.m. Tuesday to clarify Dr. Laura Morris\u2019s position with the <span>CDC\u2019s Advisory Committee on Immunization Practices.<\/span><\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>Raynard Covarrubio fills a syringe with the MMR vaccine, at a vaccine clinic put on by Lubbock Public Health Department on March 1 in Lubbock, Texas.
