Three states are at risk of losing some federal transportation funding because they are not enforcing President Donald Trump\u2019s executive order that commercial truck drivers must be proficient in English, U.S. Transportation Secretary Sean Duffy said Tuesday.<\/p>\n

New Mexico, Washington and California will have 30 days to comply with the order or risk losing funding from the Federal Motor Carrier Safety Administration \u2014 among the smaller of the Transportation Department\u2019s agencies \u2014 Duffy said, standing behind a lectern with an \u201cAmerica First\u201d banner on it at the department\u2019s Washington, D.C., headquarters.<\/p>\n

California stands to lose $33 million, Washington could lose $10.5 million and New Mexico would lose $7 million, Duffy said. He urged the states to comply with the executive order, which Trump signed in April and took effect in June, or face increasingly draconian penalties.<\/p>\n

\u201cWe don\u2019t want to take away money from states,\u201d Duffy said. \u201cBut we will take money away and we will take additional steps that get progressively more difficult for these states. There\u2019s a lot of great tools that we have here that we don\u2019t want to use.\u201d<\/p>\n

All three states contributed to a Florida crash this month in which three people were killed, Duffy said. The truck driver involved had a commercial license from California and Washington, and had been pulled over for speeding in New Mexico prior to crashing in Florida, Duffy said.<\/p>\n

\u201cSo this one driver touched all three states,\u201d he said.<\/p>\n

The Florida driver, an immigrant from India who did not have permanent legal authority to be in the country, made an illegal U-turn on the Florida Turnpike, according to\u00a0local reports<\/a>.<\/p>\n

Duffy said the Florida driver did not understand road signs, but did not further specify how his lack of English comprehension led to the crash, which reportedly involved making a U-turn across lanes of traffic. But Duffy repeatedly said the issue was one of safety.<\/p>\n

Duffy said that when the Trump\u00a0executive order\u00a0<\/a>went into effect, it received negative publicity.<\/p>\n

\u201cThere was a lot of press that complained to us that we were being unfair to people, that we were being mean to people,\u201d he said. \u201cAnd what we said was, \u2018No, this is a safety issue.\u2019 Making sure drivers of very heavy, 80,000-pound rigs can speak the language is truly a critical safety issue. And some complained about it.\u201d<\/p>\n

Newsom hits back<\/h4>\n

On social media, California Gov. Gavin Newsom\u2019s press office said the federal government approved a permit for the Florida driver.<\/p>\n

\u201cThis is rich,\u201d Newsom\u2019s office\u00a0wrote on X<\/a>. \u201cThe Trump Administration approved the federal work permit for the man who killed 3 people \u2014 and now they\u2019re scrambling to shift blame after getting caught. Sean\u2019s nonsense announcement is as big a joke as the Trump Administration itself.\u201d<\/p>\n

A DHS spokesperson\u00a0denied<\/a> the federal government issued the driver a work permit and blamed Newsom.<\/p>\n

\u201cThese innocent people were killed in Florida because Gavin Newsom\u2019s California Department of Motor Vehicles issued an illegal alien a Commercial Driver\u2019s License\u2014this state of governance is asinine,\u201d a spokesperson wrote in an email to States Newsroom.<\/p>\n

Newsom has increasingly over the past few months used his social media channels to mock Trump.\u00a0<\/p>\n

Washington State Patrol spokesman Chris Loftis wrote in an email that the agency was \u201creviewing the matter with our state transportation partners\u201d and would soon have a more detailed response.<\/p>\n

A spokesperson for Washington Gov. Bob Ferguson, a Democrat, said he had not received Duffy\u2019s letter.\u00a0<\/p>\n

\u201cWe will review it when we receive it and carefully evaluate next steps,\u201d the spokesperson, Brionna Aho, said.\u00a0<\/p>\n

That state\u2019s Gov. Bob Ferguson, a Democrat, made a defiant statement<\/a> last week about complying with the Trump administration\u2019s demands on immigration enforcement.<\/p>\n

\u201cWashington State will not be bullied or intimidated by threats and legally baseless accusations,\u201d he wrote to U.S. Attorney General Pam Bondi.<\/p>\n

He has\u00a0amplified<\/a> that message\u00a0several<\/a>\u00a0times<\/a> since.<\/p>\n

The New Mexico Department of Transportation deferred a request for comment to the state\u2019s Department of Public Safety, which did not immediately respond to a message seeking comment.<\/p>\n

Investigating testing<\/h4>\n

Duffy said he was puzzled by commercial drivers who were able to pass a skills test without understanding English, and said the department was investigating that issue.<\/p>\n

\u201cThis is something we\u2019re looking at and working on when someone, an individual, comes in to take their test to become a commercial driver, and then they do a skills test\u2026 at that point, it would be clear that this driver doesn\u2019t understand all the road signs and doesn\u2019t speak the language, but miraculously, they\u2019re passing the skills test,\u201d he said. \u201cI think any common-sense analysis would say, well, that doesn\u2019t make sense.\u201d<\/p>\n

The federal department would be looking at whether the skills tests are being correctly administered and whether there is \u201csome gaming of the system that we have to address.\u201d<\/p>","protected":false},"excerpt":{"rendered":"
