The charges carry a combined penalty of up to 13 years in jail and state prison, if served consecutively after conviction, and\/or a fine of up to $24,000.<\/span><\/p>\n<p><span>In a news release, Bailey, a Republican, said that one set of the charges accuses Page of misusing $35,000 in county funds to produce and distribute over 50,000 political mailers.<\/span><\/p>\n<p><span>\u201cI conducted this investigation into Sam Page\u2019s alleged misuse of public funds because the people of St. Louis County deserve accountability, not corruption,\u201d Bailey said. \u201cPublic officials must follow the law, and my office will work to ensure that they always do.\u201d\u00a0<\/span><\/p>\n<p><span>Page does not have a defense attorney listed on Casenet. He was issued a summons to appear in court for the first time on Aug. 29.\u00a0<\/span><\/p>\n<p><span>His office communications staff did not return calls or emails seeking comment.<\/span><\/p>\n<p>        <a href=\"https:\/\/missouriindependent.com\/subscribe\"><\/a><\/p>\n<div class=\"subscribeShortcodeContainer\">\n<div class=\"subscribeTextContainer\">\n                <i class=\"fas fa-envelope\"><\/i>\n<p>GET THE MORNING HEADLINES.<\/p>\n<\/div>\n<div class=\"subscribeButtonContainer\">\n                <button>SUBSCRIBE<\/button>\n            <\/div>\n<\/div>\n<p>        <\/p>\n<p><span>Under a <\/span><a href=\"https:\/\/revisor.mo.gov\/main\/OneSection.aspx?section=115.646&amp;bid=49862&amp;hl=\" target=\"_blank\"><span>Missouri law<\/span><\/a><span> passed in 1988, it is illegal for political subdivisions to spend money advocating passage or defeat of a ballot measure. Local governments are allowed to spend money giving information about the measure and what it would do, a common practice by school boards seeking bond issues or other governments seeking taxes or other measures.<\/span><\/p>\n<p><span>The ballot measure known as Proposition B on the April ballot in St. Louis County grew out of ongoing antagonism between Page and the St. Louis County Council. The proposal would have given the council, which <\/span><a href=\"https:\/\/www.stlpr.org\/government-politics-issues\/2025-04-03\/prop-b-fight-showcases-division-between-page-and-the-st-louis-county-council\" target=\"_blank\"><span>St. Louis Public Radio reports<\/span><\/a><span> as having six Page opponents among its seven members, power to fire executive department heads appointed by Page.<\/span><\/p>\n<p><span>Page contends the material sent to voters was neutral informational material, the <\/span><a href=\"https:\/\/www.stltoday.com\/news\/local\/government-politics\/article_0121e258-9906-4ae3-9a43-082f4671b3bc.html\" target=\"_blank\"><span>St. Louis Post-Dispatch reported<\/span><\/a><span>. The post card mailer, noting it was produced and mailed at St. Louis County expense, said passage would mean department heads could be \u201cfired during emergencies like snowstorms\u201d or for political reasons, while defeat meant \u201cstability in government.\u201d\u00a0<\/span><\/p>\n<p><span>More than 60% of St. Louis County voters were opposed to the measure.<\/span><\/p>\n<p><span>\u201cThe Missouri Constitution and our statutes are clear: public money must never be used for political campaigning,\u201d Bailey said in the news release. \u201cAny intentional misuse of taxpayer dollars in an attempt to rig the outcome of an election is illegal.\u201d<\/span><\/p>\n<p><span>Secretary of State Denny Hoskins said in a news release that his office investigated reports of county-paid materials opposing Proposition B and referred the case to St. Louis County Prosecuting Attorney Melissa Price Smith.<\/span><\/p>\n<p><span>Smith was appointed in January by then-Gov. Mike Parson amid a dispute with Page over who had authority to name the successor to Wesley Bell, who was elected to Congress.<\/span><\/p>\n<p><span>Smith\u2019s office cited a conflict of interest and Bailey\u2019s office was appointed special prosecutor.<\/span><\/p>\n<p><span>\u201cThis process reflects the strength of checks and balances within Missouri\u2019s government,\u201d Hoskins said in the news release. \u201cThanks to the expertise of our teams, Missouri citizens can expect real accountability for the appropriate use of public funds\u2014not political campaigning.\u201d<\/span><\/p>\n<p><span>Page, who was born in Kansas City, previously held a seat in the Missouri House from 2003 to 2009. He was defeated as the Democratic candidate for lieutenant governor in 2008 and won a seat on the St. Louis County Council in a 2014 special election.<\/span><\/p>\n<p><span>He is the second St. Louis County Executive in succession to be indicted.\u00a0<\/span><\/p>\n<p><span>Page\u2019s predecessor, Steve Stenger, resigned in April 2019 and pleaded guilty the next month to federal charges of bribery, mail fraud and theft of honest services. Stenger was <\/span><a href=\"https:\/\/www.stlpr.org\/government-politics-issues\/2019-05-03\/stenger-pleads-guilty-sentencing-in-august-for-former-st-louis-county-executive#stream\/0\" target=\"_blank\"><span>sentenced to four years in prison<\/span><\/a><span>.<\/span><\/p>\n<p><span>Page succeeded him in office, winning a 2020 election to fill out the remainder of Stenger\u2019s term and a full term in 2022.<\/span><\/p>\n<p><span>The county executive office is on the ballot in 2026.
