{"id":10145,"date":"2026-05-15T05:50:11","date_gmt":"2026-05-15T10:50:11","guid":{"rendered":"https:\/\/westplexnews.com\/?p=10145"},"modified":"2026-05-15T06:10:21","modified_gmt":"2026-05-15T11:10:21","slug":"missouri-clerks-say-they-still-cant-update-voter-rolls-for-gerrymandered-map","status":"publish","type":"post","link":"https:\/\/missouriindependent.com\/2026\/05\/15\/missouri-clerks-say-they-still-cant-update-voter-rolls-for-gerrymandered-map\/","title":{"rendered":"Missouri clerks say they still can\u2019t update voter rolls for gerrymandered map"},"content":{"rendered":"<figure><figcaption>\n<p style=\"font-size:12px\">A polling location in Jefferson City (Annelise Hanshaw\/Missouri Independent).<\/p>\n<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400\">Missouri election officials can\u2019t revise voter rolls to reflect the state\u2019s <\/span><a href=\"https:\/\/missouriindependent.com\/2025\/09\/12\/gerrymandered-congressional-map-initiative-petitions-limits-sent-to-missouri-governor\/\"><span style=\"font-weight: 400\">gerrymandered congressional map<\/span><\/a><span style=\"font-weight: 400\"> because Secretary of State Denny Hoskins\u2019 office has not opened the statewide voter registration system to accept the changes, the president of Missouri\u2019s county clerks association said Thursday.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Miller County Clerk Clinton Jenkins, a Republican who serves as president of the Missouri Association of County Clerks and Election Authorities, said he and every other county clerk and election board is waiting on Hoskins on how to proceed amid uncertainty over a pending referendum petition.<\/span><\/p>\n<p><span style=\"font-weight: 400\">And, Jenkins said, he\u2019s not ready to second-guess Boone County Clerk Brianna Lennon, who said she <\/span><a href=\"https:\/\/missouriindependent.com\/2026\/05\/13\/boone-county-clerk-refuses-to-update-voter-rolls-amid-uncertainty-over-missouri-map\/\"><span style=\"font-weight: 400\">won\u2019t update her voter rolls<\/span><\/a><span style=\"font-weight: 400\"> until Hoskins says whether a referendum petition has enough signatures to put the map before voters.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cI am a Third Class County clerk and I am not a genius and she is a lawyer and I am not going to dispute what she is saying,\u201d said Jenkins, who has been in office since 2015.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Lennon, in a letter to Hoskins on Wednesday, said the <\/span><a href=\"https:\/\/missouriindependent.com\/2026\/05\/12\/no-perfect-map-missouri-ags-office-defends-gerrymandered-congressional-districts\/\"><span style=\"font-weight: 400\">Missouri Supreme Court ruling<\/span><\/a><span style=\"font-weight: 400\"> that the measure creating the maps could be suspended retroactively if the referendum is certified to be on the ballot makes it impossible to know which districts should be used in upcoming elections.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The uncertainty of the district lines stems from the way the court wrote its Tuesday ruling.<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"mIf7lAfB7Q\">\n<p><a href=\"https:\/\/missouriindependent.com\/2026\/05\/13\/boone-county-clerk-refuses-to-update-voter-rolls-amid-uncertainty-over-missouri-map\/\">Boone County clerk refuses to update voter rolls amid uncertainty over Missouri map\u00a0<\/a><\/p>\n<\/blockquote>\n<p><iframe loading=\"lazy\" src=\"https:\/\/missouriindependent.com\/2026\/05\/13\/boone-county-clerk-refuses-to-update-voter-rolls-amid-uncertainty-over-missouri-map\/embed\/#?secret=RdnYuVRwxg#?secret=mIf7lAfB7Q\" data-secret=\"mIf7lAfB7Q\" width=\"500\" height=\"282\" frameborder=\"0\"><\/iframe><\/p>\n<p><span style=\"font-weight: 400\">Passage of the new maps in the September special session triggered opponents to move on two tracks \u2014 challenging the changes in court and a petition drive for a referendum by the political action committee People Not Politicians.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The referendum petitions, with more than 300,000 signatures, were delivered to Hoskins on Dec. 9, two days before the measure was to take effect.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Under the Missouri Constitution, a referendum filing suspends enforcement of a new enactment until a statewide vote. In its decision, the Missouri Supreme Court ruled that the suspension does not occur until the signatures are verified as valid in an official action by Hoskins.<\/span><\/p>\n<p><span style=\"font-weight: 400\">If he does find the petitions have enough signatures, enforcement of the bill revising the maps would be suspended retroactively to the day the signatures were delivered, the court ruled.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Because Hoskins has until Aug. 4 \u2014 the day of this year\u2019s primary \u2014 to issue a decision about the referendum, the districts used for the primary could be changed as people are voting. Hoskins has said he intends to use most if not all of the time allowed.<\/span><\/p>\n<p><span style=\"font-weight: 400\">On Thursday, he sent a letter to the state\u2019s 116 local election authorities, accompanied by an opinion from Missouri Attorney General Catherine Hanaway, that the court\u2019s decision means the new map is in effect for the primary.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Hoskins thanked officials who have begun the work to reassign voters and said more information would be forthcoming.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The purpose of the map passed to replace the plan approved in 2022 is to create a safe Republican district in order to oust 11-term 5th District U.S. Rep. Emanuel Cleaver, a Democrat from Kansas City. A portion of Boone County, along with all of 13 rural counties, was added to Cleaver\u2019s district while portions of Jackson and Clay counties were cut out of it.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Lennon, a Democrat, has said she must alter the district assignments for 45% of the 130,000 registered voters in the county.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Hoskins, Hanaway and candidates seeking the Republican nomination in the 5th District denounced Lennon\u2019s actions as illegal and threatened action to force her to update the county voter rolls.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u00a0Hanaway, in a radio interview, said she may take legal action against Lennon.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cI have lots of thoughts about what the civil and criminal penalties are for a clerk who does not use the appropriate congressional maps,\u201d Hanaway said during an appearance on <\/span><a href=\"https:\/\/podcasts.apple.com\/us\/podcast\/catherine-hanaway-talks-supreme-court-wins\/id1463431470?i=1000767775805\" target=\"_blank\"><span style=\"font-weight: 400\">Wake Up Missouri<\/span><\/a><span style=\"font-weight: 400\"> on radio station KSSZ in Columbia. \u201cAnd I think we will be having some communications with her about that.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">State Sen. Rick Brattin, a Cass County Republican making his third bid for Congress, filed a remonstrance against Lennon in the state Senate. He demanded that she reverse her decision by 6 p.m. Wednesday or he would ask Hanaway and Boone County Prosecuting Attorney Roger Johnson to take action against her.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cIt should anger everyone regardless of political party,\u201d Brattin said.<\/span><\/p>\n<figure id=\"attachment_29573\" class=\"wp-caption aligncenter\" style=\"max-width:100%;width:2560px\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-29573\" src=\"https:\/\/missouriindependent.com\/wp-content\/uploads\/2026\/02\/Brattin-Congress-20260226-scaled.jpeg\" alt=\"\" width=\"2560\" height=\"1536\" \/><figcaption class=\"wp-caption-text\"><em>State Sen. Stephen Webber, a Columbia Democrat, defended Lennon.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cShe conducts herself with integrity, and she takes her job very, very seriously,\u201d Webber said, <\/span><span style=\"font-weight: 400\">\u201cand she\u2019s very, very professional about it.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Supreme Court\u2019s ruling \u201cmeans that it is actually really impossible for local county elected officials right now to know what maps are in effect,\u201d Webber said.<\/span><\/p>\n<p><span style=\"font-weight: 400\">And Taylor Burks, who Lennon defeated in 2018 to become county clerk, called on her to resign. Burks is running in the 5th District GOP primary in his third bid for a seat in Congress. He ran fourth in the 2022 Republican primary<\/span><a href=\"https:\/\/missouriindependent.com\/2022\/08\/02\/former-tv-anchorman-wins-gop-nomination-in-missouris-4th-congressional-district\/\"><span style=\"font-weight: 400\"> in the 4th District<\/span><\/a><span style=\"font-weight: 400\"> and briefly entered, <\/span><a href=\"https:\/\/missouriindependent.com\/2024\/03\/02\/gop-contenders-vie-for-attention-at-boone-county-lincoln-days\/\"><span style=\"font-weight: 400\">but withdrew<\/span><\/a><span style=\"font-weight: 400\">, from the primary for the 3rd District in 2024.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cUsing her office to engage in partisan tactics undermines confidence in our election system,\u201d Burks said in a <\/span><a href=\"https:\/\/x.com\/taylorwburks\/status\/2054714553552822346\/photo\/1\" target=\"_blank\"><span style=\"font-weight: 400\">social media post<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The changes to district lines in the map passed last year weren\u2019t confined to the 5th District. The revisions touched five more of Missouri\u2019s eight congressional districts. Officials in 30 of Missouri\u2019s 116 local election authorities must alter voter assignments by May 26 to implement the new maps for the Aug. 4 primary.<\/span><\/p>\n<p><span style=\"font-weight: 400\">To update the voter district assignments, local election officials first must have mapping files of the new districts, which Lennon and other officials interviewed Thursday said they have received from the state Office of Administration.<\/span><\/p>\n<p><span style=\"font-weight: 400\">To finalize the new assignments, they said, the data must be transformed into actual maps. In places where the map lines split counties, detailed work must be done to determine whether the boundaries cut through neighborhoods, or even through individual residences.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The final action is to upload the new assignments to the voter database maintained by Hoskins\u2019 office.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">So far, Lennon, Jenkins and Kansas City Elections Director Shawn Kieffer said Hoskins\u2019 office has not prepared the voter database to receive uploads.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In his letter to election officials, Hoskins did not give a date when the voter database would be ready to accept updates.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Kansas City Board of Election Commissioners must reassign more than 100,000 voters in 163 of the 436 precincts in the Jackson County portion of the city, Kieffer said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The area in the board\u2019s jurisdiction was all in the 5th District prior to the new map, Kieffer said, and now the city is split among three districts. Some of the lines split existing precincts, he said, and, like Boone County, the work is done house-by-house in a painstaking review of where the lines fall.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Kieffer said Hoskins hasn\u2019t given local officials a firm directive to start that process. <\/span><\/p>\n<p><span style=\"font-weight: 400\">On Thursday morning, Kieffer said he was uncertain whether the Kansas City board would join Lennon in refusing to update the voter assignments until Hoskins rules on the referendum petition is an open question.<\/span><\/p>\n<p>Late Thursday, the <a href=\"https:\/\/www.kansascity.com\/news\/state\/missouri\/article315758368.html\" target=\"_blank\">Kansas City Star reported<\/a> that the board was preparing to make the changes necessary to implement the new map.<\/p>\n<p><span style=\"font-weight: 400\">During the regular redistricting done in 2022, Lennon said, the voter database was ready to accept updates as soon as lawmakers finished work on the map on May 11, 2022.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cBy this point in the year in 2022 we were done redistricting,\u201d Lennon said in an interview Thursday.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Miller County is moving from the 3rd District to the 5th District and Jenkins also said he needs a directive from Hoskins to start changing voter assignments.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201c<\/span><span style=\"font-weight: 400\">We are just waiting patiently for some kind of guidance and it is not really forthcoming,\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Communication with Hoskins has been poor since he took over the secretary of state\u2019s office in 2025, Jenkins said.<\/span><\/p>\n<p><span style=\"font-weight: 400\">He said he\u2019s asked for a chance to meet with Hoskins or to have him meet with the board of the association. It has not happened, he said.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cAs president, I\u2019ve tried to build some line of communication between clerks and the secretary of state\u2019s office.
